Mobilizing all resources and participation of the political system, people and businesses to implement Project 06

The Government Office issued Notice No. 299/TB-VPCP conveying the concluding opinions at the Conference to review the first 6 months of 2023 on national digital transformation and the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06).

The announcement stated: Since the beginning of 2023, the work of national digital transformation and the implementation of Project 06 have achieved some positive results. Awareness and action on national digital transformation have continued to change strongly, with spread at all levels, sectors and localities. The work of perfecting institutions, mechanisms and policies for national digital transformation in general and Project 06 in particular has been actively implemented. Digital economy, digital infrastructure, digital platforms continue to be developed, national databases, specialized national databases have been promoted to be built, connected and shared, especially the national database on population. Investment in financial resources, facilities and human resources has been given attention and focus. Online public services and utilities have been promoted. The work of ensuring security and safety of information systems, national databases, and protecting personal data has been given attention and focus. Digital transformation has contributed to national growth, industrialization and modernization of the country.

In addition to positive results, the national digital transformation and implementation of Project 06 still have some limitations such as: Some agencies, units, and leaders have not really taken digital transformation seriously, and have not paid attention to directing strongly to create movement throughout the entire system. Some set goals have not been completed; digital social platforms and e-commerce are still limited; fixed and mobile broadband speeds are still at a fairly average level.

The construction of national databases and data sharing are still fragmented and conservative, the quality of online public services is still low. Digital transformation human resources have not yet met development needs...

The conclusion stated: 2023 is the year of creating and exploiting data to create new values with the key tasks of digitizing, building, connecting, and sharing data between ministries, branches, and localities; protecting personal data; exploiting and using data to better serve people and businesses. The task of national digital transformation is very heavy, requiring high determination, great efforts, drastic and effective actions.

The Prime Minister agreed that digital transformation is a global trend, affecting all people and society, and is an objective necessity. Therefore, it is necessary to continue raising awareness at all levels and sectors about digital transformation, grasping the trend of the times, combining the strength of the nation with the strength of the times, making breakthroughs in various fields, choosing key areas, having priority policies to promote online public services for people and businesses; developing digital transformation infrastructure, digital transformation platforms; ensuring information security and network security.

Building and developing a digital citizen ecosystem is an important foundation for national digital transformation, the digital economy is an important driving force for Vietnam's economic development, the digital society is a foundation of Vietnamese society, and digital culture is an important part of the culture imbued with Vietnamese national identity.

Harmonizing the interests of the state, people and businesses; implementing in accordance with the people's wishes and supported by the people, taking people and businesses as the center, subject, goal and driving force for development. Mobilizing resources and participation of the entire political system, people and business community in digital transformation.

Organized but not perfectionist or hasty, doing things with certainty, learning from experience as you go. Have strategic vision, breakthrough thinking; take decisive actions with focus and key points.

National databases are a new resource and an important foundation in national digital transformation, so they must be highly interconnected, linked, and shared among ministries, branches, localities, between levels of government, and between the public and private sectors. The establishment of a National Data Center led by the Ministry of Public Security is an important solution to promote the formation of common databases while still ensuring the data management authority of each ministry, branch, and locality.

Focus on reform, institution building, decentralization, delegation of authority, individualization of responsibilities and promotion of the responsibility of leaders. Strengthening decentralization and delegation of authority must go hand in hand with inspection, supervision, resource allocation, and improving the implementation capacity of decentralized and delegated units.

Project 06 is a very important task within the overall digital transformation, requiring the mobilization of all resources and the participation of the political system, the people, and the business community. Develop a mechanism to monitor and supervise the implementation of the national population database to both build, develop, and exploit it effectively. Promote the implementation of a number of important pilot and testing mechanisms for expansion in the coming time. Promote the spirit of innovation, daring to think and daring to do for the common good.

With the above viewpoint, the tasks and solutions of ministries, branches and localities are to focus on reviewing, cutting down and simplifying regulations and administrative procedures related to investment, production, business and people's lives, ensuring to cut down and simplify at least 20% of regulations and cut at least 20% of compliance costs according to the Government's direction. Strictly carry out impact assessment, comment, appraisal and examination of regulations on administrative procedures in projects and draft legal documents; resolutely issue new administrative procedures only when absolutely necessary to manage and adjust newly arising social relations.

Restructuring the process of administrative procedures and public services is being integrated into the National Public Service Portal and the Administrative Procedure Information System at the ministerial and provincial levels to continue simplifying procedures and citizen documents according to authority and submit to competent authorities for consideration and decision to ensure substance and efficiency. To be completed in the third quarter of 2023.

Review and complete existing databases, ensure connection and data sharing between ministries, branches and localities with the national population database according to the roadmap of Project 06; promote the implementation of digital platforms in non-cash payments and e-commerce (bill payments, pension payments, integration of identification codes with tax codes to improve tax collection efficiency, etc.); ensure security and safety of information systems, databases, and protect personal data in accordance with regulations.

The Prime Minister requested the People's Committees of provinces and centrally run cities to closely coordinate with the Ministry of Public Security, the Ministry of Justice, and the Government Office to organize the implementation of two interconnected public services: Birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old and Death registration - cancellation of permanent residence registration - funeral allowance nationwide in the spirit of doing while improving and upgrading (according to Resolution No. 97/NQ-CP dated July 8, 2023 of the Government); promote communication, create social consensus, raise people's awareness, inspire and motivate people to participate in the digital transformation process...
