Digital economy, digital infrastructure, digital platforms continue to be developed, national databases, specialized national databases have been promoted to be built, connected and shared, especially the national database on population. Investment in financial resources, facilities and human resources has been given attention and focus. Online public services and utilities have been promoted. The work of ensuring security and safety of information systems, national databases, and protecting personal data has been given attention and focus. In addition to positive results, the national digital transformation and implementation of Project 06 still have some limitations such as: Some agencies, units, and leaders have not really taken digital transformation seriously, and have not paid attention to directing strongly to create movement throughout the entire system. Some set goals have not been completed; digital social platforms and e-commerce are still limited; fixed and mobile broadband speeds are still at a fairly average level.
The construction of national databases and data sharing are still fragmented and conservative, the quality of online public services is still low. Digital transformation human resources have not yet met development needs...
The conclusion stated: 2023 is the year of creating and exploiting data to create new values with the key tasks of digitizing, building, connecting, and sharing data between ministries, branches, and localities; protecting personal data; exploiting and using data to better serve people and businesses. The task of national digital transformation is very heavy, requiring high determination, great efforts, drastic and effective actions.
The Prime Minister agreed that digital transformation is a global trend, affecting all people and society, and is an objective necessity. Therefore, it is necessary to continue raising awareness at all levels and sectors about digital transformation, grasping the trend of the times, combining the strength of the nation with the strength of the times, making breakthroughs in various fields, choosing key areas, having priority policies to promote online public services for people and businesses; developing digital transformation infrastructure, digital transformation platforms; ensuring information security and network security.

National databases are a new resource and an important foundation in national digital transformation, so they must be highly interconnected, linked, and shared among ministries, branches, localities, between levels of government, and between the public and private sectors. The establishment of a National Data Center led by the Ministry of Public Security is an important solution to promote the formation of common databases while still ensuring the data management authority of each ministry, branch, and locality.
Focus on reform, institution building, decentralization, delegation of authority, individualization of responsibilities and promotion of the responsibility of leaders. Strengthening decentralization and delegation of authority must go hand in hand with inspection, supervision, resource allocation, and improving the implementation capacity of decentralized and delegated units.
