Mobilizing resources to attract investment in Son La logistics services

Mobilizing investment resources to promote logistics services is one of the contents that businesses and cooperatives are interested in and propose at conferences and seminars organized by the province and departments, branches and sectors to promote sustainable development and enhance the competitiveness of agricultural products in the market.

Logistics services have not met the demand.

Son La currently has about 900 enterprises, cooperatives, and business households licensed to operate in the transportation sector. There are 6 branches and agents of postal and delivery enterprises, including: VNPost, Viettel , Viettel Post, J&T Express, Giaohangnhanh, Giaohangtietkiem, Nhat Tin. In addition, the delivery of goods of small volume and value is also carried out through consignment for the passenger car system connecting 23 provinces and cities across the country.

A system of warehouses, yards, and cold storages for the purpose of gathering and preserving goods has been invested in and built, with 8 facilities granted codes for packaging fresh fruit for export to China. However, most cooperatives place their own orders for packaging to manually pack products, not by professional logistics or export units.

Regarding transport infrastructure, Son La currently has two modes of freight transport: road and inland waterway, but the main activity still relies on road transport because the waterway infrastructure has not been invested synchronously. The road system, including National Highway 6 and provincial roads, has many steep passes, weak bridges, and narrow roads, making it difficult for large vehicles such as containers and tractors to access rural areas, commune centers, commune clusters and production areas for loading and unloading, and purchasing raw materials. In addition, the facilities at the Chieng Khuong and Long Sap border gates are still limited, causing the value of cleared goods to be low and unstable.

This shortage has caused difficulties for businesses. Mr. Vu Viet Thang, Director of Phuc Sinh Son La Joint Stock Company, shared: The company has to spend hundreds of millions of VND each year to send samples for inspection to Hai Phong and transport coffee to Binh Duong for packaging.

Similarly, Kien Cuong Cooperative in Phieng Khoai Commune does not have a cold storage or refrigerated trucks, so purchasing and transporting fresh fruit faces many difficulties. Ms. Dinh Thi May, Director of the Cooperative, said: To package and transport fruit, we have to rent refrigerated trucks at a rather high cost. In addition, product packaging must also be ordered from production facilities outside the province, increasing costs and reducing profits.

The lack of facilities specializing in producing materials and products for fruit wrapping, packaging, and export, combined with the lack of agricultural product quality analysis and inspection services in the province, has caused the logistics service costs that businesses and cooperatives have to pay to account for 19% - 22% of product cost.

Attracting investment in logistics services

According to the planning of Son La province for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1676/QD-TTg dated November 25, 2023, Son La province plans 2 logistics centers in Moc Chau area connected to National Highway 6, Hoa Binh - Moc Chau expressway and Mai Son area connected to Mai Son Industrial Park and Na San Airport.

In addition, the Department of Industry and Trade and other departments, branches and localities are interested in encouraging investment in logistics infrastructure such as: Warehouse systems, transit points and cargo loading points located at intersections, gateways to urban areas, raw material areas, industrial zones and clusters. Focus on investing in infrastructure at Long Sap International Border Gate; building factories to produce materials and supplies for production and post-harvest handling of agricultural products, such as fruit bags, boxes, packaging... Developing facilities for preliminary processing, processing, preserving and packaging of agricultural products.

Representing the business community, Mr. Nguyen Quoc Khanh, Chairman of the Provincial Business Association, proposed: The province needs to continue to make recommendations to the Central Government and mobilize maximum local resources to invest in synchronous infrastructure, focusing on building a cold storage system, logistics centers for agricultural products, modern transit and processing stations in raw material areas. At the same time, upgrade key traffic routes connecting seaports, reduce transportation costs, limit post-harvest losses, prolong preservation and facilitate Son La agricultural products to expand exports, increase value and competitiveness.

According to experts, there are two models for Son La province to study: building enterprises that provide full-package services or encouraging the combination and cooperation between enterprises operating individual logistics services at each stage under the common roof of the Local Logistics Services Association.

Mr. Ha Nhu Hue, Director of the Department of Industry and Trade, said: The Department has organized delegations to survey and learn from experiences in a number of provinces and cities; at the same time, calling on logistics enterprises to research and invest in Son La; coordinating with the Management Board of Industrial Parks to provide information on infrastructure, investment attraction policies, logistics and e-commerce development orientations for the Vietnam Industrial Real Estate Association; providing data on logistics infrastructure and borders for the survey delegation of the Institute for Strategy and Policy Research on Industry and Trade, serving the research on solutions to enhance logistics connectivity between Vietnam and Laos.

In addition, the province also encourages businesses to cooperate with leading logistics service businesses in Vietnam, such as Viettel Post - a reputable logistics enterprise. Mr. Le Duc Luat, Director of Viettel Post Joint Stock Company, Son La Branch, shared: Viettel Post has implemented many programs to support the consumption of agricultural products, such as renting a 2,000 m² mobile warehouse for online sales; instructing farmers to sell products in their gardens via platforms such as TikTok and Facebook; establishing mobile connection points to shorten transit time, ensuring conditions for safe and quick transportation of agricultural products to customers.

Developing professional and synchronous logistics services in Son La is a key solution to help reduce seasonal pressure and limit the situation of agricultural products being forced to lower prices. Synchronously mobilizing resources - from mechanisms, policies, regional transport infrastructure, to the participation of large enterprises and cooperation between local enterprises - will be the "key" to reducing logistics costs, expanding export markets, and increasing the value and competitiveness of agricultural products. Thereby, contributing to realizing the goal of making Son La a center of green agriculture, high technology and eco-tourism in the Northwest region according to the Resolution of the 16th Provincial Party Congress, term 2025-2030.
