Mobilizing social resources to disseminate knowledge and transfer science and technology

Speaking at the opening of the workshop, Vice President of VUSTA Pham Quang Thao emphasized that in the context of the country promoting industrialization, modernization and digital transformation, the need to improve people's knowledge and foster scientific and technological knowledge for people, businesses and the community is becoming more urgent. VUSTA always identifies knowledge dissemination and technology transfer as one of the key tasks, contributing to bringing scientific knowledge into life, serving sustainable socio -economic development.

However, in the implementation process, we still face many difficulties due to limited resources, especially financial resources, human resources and facilities. Therefore, mobilizing social resources from enterprises, organizations, individuals and science funds is an important and practical solution to expand the scale and improve the effectiveness of knowledge dissemination and technology transfer.

Today's workshop is organized to exchange and share experiences, propose models, mechanisms, policies and specific solutions to mobilize, connect and effectively use social resources; at the same time, strengthen the role of VUSTA and its member associations in bridging scientists, businesses and the community - said VUSTA Vice President Pham Quang Thao.

Lack of resources for communication work

According to Deputy Secretary General and Head of the Science and International Cooperation Department Le Cong Luong, increasing support for non-public science and technology organizations to mobilize socialized resources not only contributes to promoting knowledge dissemination and science and technology transfer, but also realizes the Party's major policy on science, technology development and innovation, creating a foundation for rapid and sustainable development of the country.

Mr. Le Cong Luong said that in the period of 2021-2024, VUSTA's science and technology organizations organized 148 scientific conferences; 364 scientific seminars. In addition, science and technology organizations have implemented campaigns, communication models and disseminated knowledge through community organizations with high efficiency.

However, Mr. Le Cong Luong pointed out that in the activities of disseminating knowledge and communicating science and technology of affiliated science and technology organizations, there is still a lack of synchronization in communication and knowledge dissemination; the content and form of communication are still monotonous and unattractive; information technology and digital communication platforms have not been effectively exploited; there is no focus on raising public awareness; there is a lack of close cooperation between science and technology organizations and press agencies.

According to Mr. Le Cong Luong, the causes of the shortcomings and limitations are due to the lack of resources for communication work; the skills and qualifications of the communication team are not high; there is a lack of coordination and connection between relevant parties; the awareness and interest of science and technology organizations in science communication is still low; difficulties in creating attractive scientific content...

Should research and develop the "Technology Ambassador" program

Coming from the Institute for Training and Fostering of Cadres and Scientific Research (Central Committee of the Vietnam Fatherland Front), Mr. Dang Vu Canh Linh said that in order to promote resources from socialization to effectively disseminate knowledge and transfer science and technology, VUSTA needs to shift from organizing event-based networking activities to building a comprehensive networking ecosystem, in which stakeholders can interact regularly and sustainably.

The focus is on developing a smart digital platform that acts as a hub connecting supply and demand for science and technology. This platform needs to be designed with a friendly, easy-to-use interface, with functions such as a database of experts in each specialized field, a technology bank with detailed information on available technical solutions, a repository of technology problems posed by businesses, an online discussion forum and a smart connection suggestion system based on artificial intelligence. The platform needs to be integrated with customer relationship management systems to track the entire process from the time of need to the completion of cooperation, thereby being able to evaluate effectiveness and continuously improve.

In addition to the digital platform, VUSTA should establish innovation centers in key economic regions such as Hanoi , Ho Chi Minh City, and Da Nang. These centers are not only physical spaces for parties to meet, but also provide comprehensive support services such as in-depth consulting, technology testing, training, and project incubation. The centers should be equipped with laboratories, workshops, and modern equipment, with a professional management team and a network of experts ready to support.

Mr. Dang Vu Canh Linh hopes that, in order to create connections between members in the ecosystem, VUSTA should research and develop a “Technology Ambassador” program with a team of experts with experience working in both academia and business. These ambassadors will act as cultural translators, helping to bridge two worlds with different languages and approaches. They need to be trained in consulting skills, negotiation skills and understanding of business support policies, in order to effectively accompany cooperation projects…

Encourage the formation of private science and technology funds

Regarding the legal corridor, Mr. Nguyen Ngoc Son - Vice President of the Vietnam Livestock Association recommended that it is necessary to adjust and supplement the Law related to the sectors in accordance with the changes of the relevant Ministries, Sectors and 2-level authorities, the provinces and cities have had many changes (from March 1 and July 1, 2025). There are special preferential financial mechanisms (Capital Law, for provinces and cities planning high-tech zones, developing specific economic sectors, etc.)

Complete and simplify administrative procedures for investment in the field of science and technology. Develop mechanisms and policies on preferential tax, credit, and land rental for organizations, individuals, and businesses to sponsor and invest in knowledge dissemination, research, and technology transfer activities. Develop private science and technology funds, encourage the formation of private science and technology funds, and allow the use of resources (human, facilities) of research institutes and public schools to work under contracts placed by businesses.

Develop the science and technology market, perfect the legal corridor to develop the data market, science and technology market, establish ownership and data trading rights to create sources of investment attraction. Have a mechanism to accept risks, issue regulations on the protection rights of scientists and technologists in situations where risks occur because research activities are high-risk, creating peace of mind for scientists and investors...

Also at the workshop, many delegates frankly pointed out many shortcomings, limitations, and causes of VUSTA's knowledge dissemination and technology transfer work in the past time. At the same time, many solutions were proposed to promote social resources for knowledge dissemination and science and technology transfer such as: VUSTA needs to continue to play the role of a bridge between the State - enterprises - science and technology organizations, support resource connection, share information and experience, and at the same time promote policy consulting and review work related to the socialization of science and technology. Develop public-private partnership (PPP) models; Promote communication and raise social awareness, affirm the role of non-public science and technology organizations in the national innovation ecosystem; Build a database and expert cooperation network, connect science and technology units, research institutes, enterprises and social organizations, form an open knowledge sharing ecosystem...

The organizing committee of the workshop will synthesize opinions and send them to relevant agencies of the Party and State to contribute to perfecting policy mechanisms and promoting knowledge dissemination and technology transfer activities to become more effective and practical.
