Ba Che District: Focus on overcoming the consequences of storm No. 3

Typhoon No. 3 ( Yagi ), accompanied by severe flooding on the river, caused serious damage to many people, organizations, and businesses. With utmost effort, the district mobilized resources to support the people in overcoming the damage, restoring and developing production, and stabilizing their lives.

Quickly get back on your feet after the storm.

According to statistics, the storm caused 3 houses to collapse, 138 houses to have their roofs blown off, 15 factories to be severely damaged, 11 roads with 40 landslide locations, 2 suspension bridges to be destroyed, 5 suspension bridges and culverts to be damaged, power and telecommunications networks to be disrupted, and 43 irrigation and water supply reservoirs to be damaged by landslides; in particular, nearly 19,000 hectares of forest trees were broken or felled, directly affecting the production of more than 3,400 households and businesses. The storm's remnants caused heavy rain and widespread flooding, resulting in nearly 900 houses being flooded from 0.5 to 4 meters, isolating many residential areas in the communes of Nam Son, Don Dac, Dap Thanh, Thanh Lam and Ba Che town; about 250 hectares of rice and crops were affected. The total damage caused by the storm is estimated at nearly 750 billion VND.

Immediately after the storm and floods passed, the district mobilized over 1,000 people and numerous vehicles to assist in repairing houses, clearing fallen trees, mud, and soil, and cleaning up the environment along transportation routes; and planned to allocate funds for repairing urgent transportation infrastructure, restoring communication and electricity services. Mr. Vu Thanh Long, Secretary of the District Party Committee, requested that the political system from the district to the grassroots level focus with the highest level of effort and speed to overcome the consequences of the storm, based on the directives of the province and the district, with the goal of quickly stabilizing the situation and restoring normal activities.

The District People's Committee directed specialized departments and agencies, as well as the governments of communes and towns, to inspect, review, and compile a complete and accurate list of all damages to production, property of people, organizations, businesses, and socio-economic infrastructure. Based on this list, the provincial support funds will be immediately allocated according to priority. Priority will be given to people first, ensuring that no one suffers from hunger, cold, or homelessness. The district will quickly address landslides, restore all transportation routes to facilitate the transport of goods and essential supplies for the people; develop temporary traffic plans for damaged suspension bridges, ensure the safety of reservoirs and dams, and restore the water supply system for the people.

The power and telecommunications sectors are mobilizing personnel, vehicles, and equipment to urgently restore the entire power grid and communication services. Educational institutions are repairing damaged facilities to ensure students can return to normal classes as soon as possible. Medical facilities are promptly providing sufficient supplies of medicine, ensuring medical examination and treatment for the people, guiding people on how to treat drinking water, clean up the environment, and disinfect homes, schools, and offices affected by flooding after the rain and storms.

Economic reconstruction

The district's Social Policy Bank proactively reviews and compiles the losses of its loan customers, promptly proposing policies to support interest rates, freeze debts, extend repayment periods, and continue lending to organizations, individuals, and businesses affected by storms and floods in accordance with the law, so that these organizations, individuals, and businesses have the conditions to restore production and business.

The district requested the Provincial People's Committee and relevant departments to report to the Government on amending Decree No. 02/2017/ND-CP "On mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics" to include businesses as eligible beneficiaries and increase the support level. The district agreed with banks to implement debt deferral, postponement, and extension, and provide interest rate support for households and individuals who borrowed capital for agricultural and forestry production and were affected by Typhoon No. 3. The district also planned to invest in replacing the damaged suspension bridges to facilitate transportation for the people and support production and economic development.

Inspecting the damage and recovery efforts following Typhoon No. 3 in the forestry sector of Ba Chẽ district (September 25th), Mr. Cao Tường Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed: Ba Chẽ has many new opportunities to prosper right here in its homeland. The district must be determined to build wealth using its own resources. After the typhoon, Ba Chẽ needs to rise up, rebuild its economy, and prosper using its own internal resources. To achieve this, the district needs to research, propose, and implement a separate plan for economic reconstruction. This should focus on researching and innovating crops and livestock; encouraging new methods, new approaches, and new, highly effective crops that bring stable and sustainable income, enriching the people and the district.

Immediately after the storm subsided, the district mobilized the entire political system, agencies, units, and forces to urgently carry out environmental cleanup, repair, and support efforts to overcome the consequences and promptly stabilize people's lives. Specifically for the main economic sector, forestry, the district is urgently implementing support policies and overcoming the consequences according to the regulations of the Government and the province. The district is mobilizing forces and personnel to coordinate and support the collection of timber for forest-planting households; strengthening monitoring and fire prevention and control in conditions of fallen and withered trees. With the province's policy of re-establishing the planning of three types of forests and restructuring tree species in forestry development, the district is facing an opportunity to enrich itself and rebuild its economy using its own resources.

In the commune, 430 households suffered damage to nearly 60 hectares of forest due to Typhoon No. 3, including 27 hectares with over 70% damage, totaling over 10 billion VND. The commune People's Committee is directing specialized departments to review and assess the extent of the damage, while also guiding families and businesses in carrying out procedures for harvesting, utilizing, and recovering damaged timber from planted forests according to regulations. The commune is also assisting in connecting with businesses and timber processing facilities inside and outside the district to purchase timber from the people in order to reduce losses.

Due to its mountainous terrain, the area was not significantly damaged by Typhoon No. 3. However, due to the effects of the typhoon's circulation and the risk of major flooding, the commune proactively coordinated with residents to move property and relocate households at risk of flooding to safe areas. Leaders and armed forces from the district to the commune level stood side-by-side with the people before, during, and after the typhoon and floods; the people demonstrated a proactive spirit, so life is gradually returning to normal.

My whole life has been dedicated to the forest, and yet, after just one storm, everything was devastated. After the storm, I was overwhelmed with worries. With the forest gone, how would I provide work for the workers, pay their salaries, and contribute to social insurance? But I still have faith, "wherever you fall, you get back up," and the unit will be determined to recover, revive, and multiply the green forests of Ba Chẽ. I hope the government and banks will cooperate and share the difficulties so that forestry businesses can recover and develop again soon.
