This is a plan designed to bring peace to Ukraine while maintaining the country's strength and avoiding a "freeze of conflict." The "win plan" was finalized after a long period of consultation with all parties.

Last month, Zelenskiy pledged to present the plan to U.S. President Joe Biden, expected to take place next week when he attends a meeting of the UN Security Council and the General Assembly.

In his daily report on the preparations for the plan, he provided some clues about the plan's content.

"Today, it can be said that the winning plan has been finalized. All the key points, aspects to focus on, and any necessary additional details have been clearly outlined."

"Now the most important thing is to have the determination to implement them."

Zelenskiy asserted that there was no alternative to peace, "no freezing the war or other manipulative actions that would temporarily halt Russia's actions until another time."

On Tuesday, the president said that a meeting with senior commanders had resulted in "positive and solid content" on military matters, "which will certainly strengthen Ukraine significantly."

Zelenskiy used a peace plan he had put forward in 2022, which demanded that Russia withdraw its troops, restore Ukraine's borders, and hold Russia accountable for its special operations, as the basis for negotiations.

This plan was the centerpiece of the "peace summit" organized by the Swiss government last June. Participating countries also pledged to hold a second summit this year. Russia was not invited to the June summit and deemed the event pointless; however, Ukraine and its allies insisted Moscow could participate in the next summit.

Zelenskiy refused to negotiate when Russian troops occupied nearly 20% of Ukrainian territory.

Russia has repeatedly stated its willingness to negotiate, but will continue to refuse to sit down at the negotiating table as long as Ukrainian forces remain in Kursk.
