Plan to implement the Movement "The whole country competes in innovation and digital transformation"

The plan aims to promote the tradition of patriotism, strengthen the comprehensive leadership of the Party, the combined strength of the entire political system, the active participation of entrepreneurs, businesses and people in the development of science, technology, innovation and national digital transformation, bringing the country to develop strongly in the new era - the era of wealth and power, striving to become a developing country with modern industry and high average income by 2030, and to become a developed country with high income by 2045.

At the same time, strongly arouse the aspiration for national development, promote proactiveness and creativity in the entire political system and the People, self-reliance, and maximize the exploitation of endogenous capacity, with the viewpoint: "People and businesses are the center, the subject, the main resource and driving force, scientists are the key factor; the State plays a leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation".

Strive to achieve and exceed the goals in Resolution No. 57-NQ/TW dated December 22, 2024, contributing to fundamental and comprehensive innovation in the management and operation activities of state management agencies, production and business activities of enterprises, and the way people live and work.

7 competition contents

Specifically, ministries, departments, branches, the Central Committee of the Vietnam Fatherland Front , socio-political organizations, provinces and centrally-run cities (ministries, branches, localities), organizations and enterprises focus on competing to implement the following main contents:

1. Compete to raise awareness and make breakthroughs in innovation of thinking, digital transformation, science and technology development, innovation, innovation in leadership and management methods and operating models, from "traditional" to digital space based on digital data. Link the dissemination of goals and tasks of science and technology development, innovation, and digital transformation with resolutions, strategies, action programs, goals and tasks of economic and social development, and ensuring national defense and security at all levels and sectors.

2. Compete to develop infrastructure for science, technology, innovation, digital transformation, especially digital infrastructure and digital technology on the principle of "modernity, synchronization, security, safety, efficiency, and avoiding waste".

3. Compete to promote digital transformation, apply science, technology, and innovation in the operations of agencies in the political system, develop digital government, promote digital applications in administrative reform, especially administrative procedure reform; strengthen state management in the digital environment from central to local levels; connect and operate smoothly agencies in the political system, exploit and effectively use digital resources and digital data. Improve the effectiveness of national governance and state management in all fields.

4. Compete to develop the digital economy, develop digital technology enterprises, science and technology enterprises and creative startups. Promote science and technology activities, innovation and digital transformation in enterprises to improve the competitiveness of enterprises and the economy.

5. Compete to develop a digital society. Focus on improving the quality of education and training, developing and making use of high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation. Widely deploy the "popular digital education" movement, strengthen training, coaching, and improve knowledge and skills in digital technology and digital transformation among the people, and synchronously prepare all resources to develop a digital society.

6. Compete to ensure national defense and security, safety, cyber security, and national sovereignty on digital platforms and cyberspace.

7. Strengthen international cooperation in science, technology development, innovation, digital transformation, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy and other strategic technology fields.

Form and standards of reward

The plan clearly states the competition criteria for ministries, branches, localities; the Vietnam Fatherland Front, socio-political organizations; businesses; and individuals.

In addition, the Plan clearly states the form and criteria of rewards as follows:

Annual rewards and preliminary rewards: Based on the results of the emulation movement of collectives and individuals, ministries, branches and localities shall reward according to their authority and in accordance with the provisions of law on emulation and rewards.

Summary awards: Forms of awards include: Labor Medals; Emulation Flags of the Government; Certificates of Merit of the Prime Minister; Emulation Flags of ministries, departments, branches, and provinces; Certificates of Merit at ministerial and provincial levels; Certificates of Merit. Based on achievements in organizing and implementing the Emulation Movement, consideration of awards for outstanding and outstanding collectives and individuals is carried out in accordance with the provisions of law on emulation and commendation.

2-phase deployment

The plan states that the emulation movement will be implemented from 2025 to 2030, divided into 2 phases:

Phase 1 (from 2025 - 2027): Ministries, branches and localities develop and promulgate the Movement implementation plan and appropriate emulation criteria in the second quarter of 2025; organize the implementation of the emulation movement effectively and practically; conduct preliminary reviews, assessments and draw lessons at the ministerial, branch, local and central levels in 2027 to implement the next phase.

Phase 2 (from 2027 - 2030): Based on the preliminary review and evaluation of the results of the implementation of phase 1, the Ministry of Home Affairs will preside over and advise the Central Emulation and Reward Council to continue implementing phase 2 of the Emulation Movement and summarize it in 2030.

Ministries, branches and localities shall base on this Plan and the characteristics, situation, requirements and tasks to launch and implement the Emulation Movement with specific content, criteria, appropriate and practical forms, creating a strong change in awareness and higher determination in the actions of Party committees at all levels, authorities and people of all walks of life, successfully implementing the scientific and technological revolution, innovation and digital transformation. Encourage the launching and implementation of the Emulation Movement annually, in conjunction with other emulation movements of ministries, branches and localities.
