Conclusion No. 191-KL/TW: Continue to strengthen leadership and direction in organizing party congresses at all levels

Conclusion No. 191 stated: At the meeting on September 12, 2025, after listening to Report No. 456-BC/VPTW, dated September 11, 2025 of the Party Central Office on the preparation for the congresses of Party Committees directly under the Central Committee towards the 14th National Congress of the Party, the Politburo and the Secretariat concluded as follows:

1. Basically agree with the Report of the Central Party Office, highly appreciate the Party committees and organizations at all levels for leading and directing the organization of grassroots and upper-level Party congresses, preparing documents and preparing for the congresses of Party committees directly under the Central Committee, and the 14th National Congress of the Party on schedule, according to the set goals and requirements.

2. Requesting Party committees and organizations at all levels to continue to thoroughly grasp and strictly implement Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo . Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Committee urgently: Receive the conclusions of the Politburo and the Politburo's Working Group to complete the draft documents and well organize the Party Congress for the 2025-2030 term as planned (to be completed in October 2025); in the congress agenda, it is necessary to spend adequate time to contribute opinions on the content of the draft documents of the Party Committee and the documents of the 14th National Party Congress (divide into discussion groups, creating conditions for many delegates to contribute opinions); Focus on reviewing and improving the quality of the action program to implement the Party Congress resolution, based on the Action Program of the Party Central Committee, specifying the tasks and completion roadmap to organize and implement immediately after the congress; organize the congress solemnly, economically, anti-wastefully, without showing off. Promote emulation movements to create momentum and confidence before the congress. Party committees, based on Conclusion No. 179-KL/TW, dated July 25, 2025 of the Politburo and the Secretariat, to convene congresses according to regulations, in accordance with new conditions and situations.

The Central Party Office is assigned to advise and coordinate the schedule of organizing congresses of Party committees in accordance with the assignment of the Politburo and the Secretariat to direct in accordance with the set plan.

3. The Central Organizing Committee is assigned to urgently advise the Politburo and the Secretariat to issue decisions of the Politburo and the Secretariat to appoint personnel for the Party Committee and the Party Committee's Inspection Commission for the 2025-2030 term and the list of delegations of the Party Committees directly under the Central Committee to attend the 14th National Party Congress.

4. The Subcommittees preparing for the 14th National Party Congress shall review and deploy preparatory tasks to serve the organization of the Congress as planned; advise, review, and supplement new directions, and absorb opinions from congresses at all levels to complete the draft documents to be submitted to the 14th National Party Congress, report to the Politburo, the Party Central Committee, and collect opinions from National Assembly deputies and the people as planned; prepare well the material facilities, ensure security and safety for the Congress.

5. The Central Propaganda and Mass Mobilization Commission continues to step up direction and orientation of information and propaganda work to create unity of action within the Party and consensus in society to successfully organize Party congresses at all levels, the 14th National Party Congress and put the Congress resolutions into practice.
