In her opening remarks at the Forum, the Deputy Secretary-General of the United Nations and Secretary-General of the Economic and Social Commission for Asia and the Pacific (ESCAP), Armida Salsiah Alisjahbana, stated: “With technology and finance driving the world today largely coming from the region, the means to achieve sustainable development lies within ourselves. Our commitments must be translated into concrete action.”

Speaking at the Forum, Ambassador Pham Viet Hung affirmed that, in fulfilling international commitments, Vietnam has continuously strived to promote the implementation of the SDGs. The implementation of the SDGs has been concretized in national, sectoral, and local policies, mobilizing the active participation and contributions of all stakeholders and becoming a common effort. Monitoring and evaluating the implementation of the SDGs has become a regular and continuous task.

Over the past period, Vietnam has achieved certain successes in implementing the SDGs, which have been highly appreciated by the international community, as demonstrated by several indicators such as: Maternal and child care (SDG 3); Improving women's unpaid time spent on household and family care (SDG 5); Creating jobs and sustainable GDP growth (SDG 8); Promoting partnerships and mobilizing resources for the implementation of the SDGs (SDG 17).

However, Ambassador Pham Viet Hung also stated that, like other countries around the world, the implementation of the SDGs in Vietnam still faces many difficulties and challenges in the context of complex developments in the world and the region, and the world continues to face multifaceted crises and challenges such as poverty, conflict, epidemics, environmental pollution, degradation of natural resources, and climate change.

Ambassador Pham Viet Hung expressed at this Forum that Vietnam hopes that countries in the region will discuss and realize a "Future Pact" in the region to make a practical contribution to global efforts in implementing the 2030 Agenda and the SDGs.

Over the four days of the Forum, from February 25-28, delegates will conduct an in-depth assessment of the region's progress toward SDGs 3 (good health and well-being); 5 (gender equality); 8 (decent work and economic growth); 14 (life in water); and 17 (partnerships for the Goals). The outcomes of the regional forum will be incorporated into the global high-level political forum in July.

Also within the framework of this Forum, ESCAP, the Asian Development Bank (ADB), and the United Nations Development Programme (UNDP) jointly launched the latest version of the Asia-Pacific SDG Partnership Report 2025, which highlights the urgent need for a just transition to a green and blue economy. This is a necessary step to address climate change while ensuring sustainable development that is equitable and inclusive, creating decent jobs and leaving no one behind.

The report shows that a just transition has the potential to create millions of new jobs while addressing risks of job and livelihood disruption, particularly for workers in high-carbon industries, the informal sector, and those without social protection. The report also highlights over 50 examples of potential solutions and best practices implemented across the region, demonstrating that a just transition can be implemented on multiple fronts and can be scaled and adapted to diverse national contexts.
