Opening of the 9th Session, 15th National Assembly

The opening session was broadcast live on Vietnam Television (VTV1) and Voice of Vietnam (VOV1) for voters and people nationwide to follow.

Before the opening of the session, leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.

The 9th session will be held in 2 phases: Phase 1 from May 5 to May 29, 2025; Phase 2 will start from June 11 and is expected to close on June 30, 2025.

This is a historic session, aiming to promptly institutionalize the policies and conclusions of the Party Central Committee, the Politburo, the Secretariat, especially the contents just approved at the 11th Central Conference. In particular, the focus is on amending and supplementing the Constitution and laws to serve the streamlining of the apparatus, the arrangement of administrative units, and the organization of 2-level local governments. Along with that, it is necessary to thoroughly remove barriers, difficulties, and institutional obstacles to create a legal corridor, create a foundation for development, clear bottlenecks, resources, promote decentralization, and decentralization associated with streamlining the apparatus, creating new development space for localities and the whole country.

At this session, the National Assembly will consider and decide on 54 contents on constitutional and legislative work (including 3 resolutions on constitutional work and 51 laws and resolutions on legislative work); 14 groups of contents on socio-economics, state budget, supervision and other important issues; at the same time, there are 8 groups of contents that agencies will send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and consider the contents according to regulations.

Over the past time, the Party Committee of the National Assembly has directed the urgent implementation of many important tasks to prepare for the Session. The Standing Committee of the Party Committee of the National Assembly and the Standing Committee of the Party Committee of the Government also held a conference to agree on the proposed program of the Session and the contents of the report to the National Assembly. The agencies of the National Assembly, the Government and relevant agencies have closely followed the direction of the Central Executive Committee, the Politburo, the Secretariat and the practical situation, closely coordinated, worked day and night to prepare documents for the National Assembly to consider and decide at the 9th Session.
