Solemn opening of the 20th Congress of Cao Bang Provincial Party Committee

On the morning of September 17, 2025, the 20th Provincial Party Congress, term 2025 - 2030, solemnly opened at the Provincial Convention Center, with 339 official delegates, representing the intelligence, mettle, fighting spirit, solidarity and determination to innovate of over 63,000 Party members in the entire Party Committee. General Luong Tam Quang, Politburo member, Minister of Public Security attended and directed the congress.

Also attending on the Central Party Committee side were Party Central Committee members: Nguyen Hoang Anh, Deputy Head of the Central Policy and Strategy Committee; Lai Xuan Mon, Deputy Head of the Central Propaganda and Education Committee; Senior Lieutenant General Nguyen Hong Thai, Deputy Minister of National Defense ; Nguyen Dinh Khang, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman and Secretary of the Party Committee of the Vietnam General Confederation of Labor; Senior Lieutenant General Be Xuan Truong, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam Veterans Association. Speaking at the opening of the Congress, Provincial Party Secretary Quan Minh Cuong affirmed: In the past term, with the attention, leadership and direction of the Party Central Committee, the National Assembly, and the Government; the support and assistance of central departments, ministries, branches, and agencies; the coordination, encouragement, and motivation of localities across the country; The Party Committee, government and people of all ethnic groups in Cao Bang province have continued to promote the tradition of their revolutionary homeland, united in one heart, determined to overcome difficulties, seized opportunities, persevered in innovation, and gradually concretized the Party's policies into life to organize synchronous implementation and achieved many important results.

The Provincial Party Secretary emphasized: The 20th Provincial Party Congress, term 2025 - 2030 is a particularly important event in the political life of the Party Committee, government and people of the province. He requested that delegates attending the Congress promote the highest sense of responsibility and concentrate their intelligence to effectively implement the contents and programs set out by the Congress.

According to the assignment of the Presidium, comrade Vu Hong Quang, Standing Deputy Secretary of the Provincial Party Committee, presented the Political Report of the 20th Provincial Party Executive Committee to the congress with the theme: "Improving the leadership capacity and fighting strength of the entire Party Committee and the entire political system; promoting the strength of great national unity, joining hands, unanimity, innovation and creativity; effectively exploiting potential advantages, creating breakthroughs, building Cao Bang province to develop rapidly and sustainably, improving people's lives".

Accordingly, the average GRDP growth rate in the period 2021 - 2025 is estimated at 4.46%/year. GRDP at current prices in 2025 is estimated at 28,618 billion VND, accounting for 0.22% of total GDP, 1.5 times the economic scale in 2020. Agriculture plays a supporting role, gradually shifting to commodity production and sustainability ; industry has clear development steps, the average growth rate reaches 8.87%/year; trade and services recover quickly, total retail sales and consumer service revenue increases by 11.95%/year. Total import-export turnover reaches over 4.4 billion USD; budget revenue from border gates accounts for 46% of the total revenue of the whole province. Upgrading and opening new pairs of international border gates and bilateral border gates opens up new connection spaces with China and ASEAN countries, repositioning the strategic role of Cao Bang. from the border gate become an important trade connection point in the regional economic and logistics corridor . Tourism has changed significantly, gradually becoming an important economic sector of the province. The number of tourists is estimated at 7.8 million, an increase of over 50%; total revenue from tourists is estimated at 5,500 billion VND, 3 times higher than the previous term.

In the 2021 - 2025 period, 21,640 billion VND has been allocated from public investment for transportation, tourism, urban areas, and digital infrastructure. The Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway has been actively implemented and determined to be opened in 2025, expected to become a breakthrough in regional connectivity and expand development space. National highways, provincial roads, and inter-district roads have been renovated and upgraded; the rate of communes with asphalt roads to the center reached 99.4%. Total budget revenue reached 13,942 billion VND, an average increase of 22.58%/year, exceeding the target of the Congress Resolution. The expenditure structure has shifted in a positive direction, with investment expenditure increasing from 28% to 32.5%, and regular expenditure gradually decreasing from 72% to below 67.5% . The investment environment continues to improve, with progress in resource management, environmental protection, education and training, healthcare, science, technology and innovation; Political and social stability, national defense and security, social order and safety are ensured, creating a favorable environment for socio-economic development; foreign affairs and international cooperation are expanded, deepened and become more effective. Party building work in terms of organization and personnel is carried out strongly, comprehensively and synchronously. During the term, 9,149 new party members were admitted, bringing the total number of party members of the Provincial Party Committee to 62,935 (accounting for about 11.3% of the province's population).

The general goal for the 2025 - 2030 term is: Continue to improve the leadership capacity and fighting strength of the Party Committee; promote the strength of national solidarity; maximize the exploitation of specific advantages, mobilize all investment resources for key economic sectors, especially border gate economy and tourism, creating breakthroughs in the new development period; strive for a fairly high economic growth rate compared to other provinces in the Northern Midlands and Mountains region. Pay attention to social security, preserve, conserve and promote national cultural identity; expand foreign cooperation, ensure national defense and security, firmly protect national border sovereignty; build Cao Bang to develop rapidly and sustainably, improve people's lives. The province has identified the main targets for the 5 years 2025 - 2030: Average GRDP growth rate reaches 10%/year or more; Average GRDP per capita by 2030 reaches 75 - 80 million VND/person/year. Budget revenue in the area increased by an average of 12% per year. Investment capital implemented in the area increased by an average of 11% per year. The multidimensional poverty rate decreased by an average of over 3% per year. By 2030, strive to reduce the number of separate schools by at least 40%; ensure that over 80% of communes have semi-boarding or boarding schools; 100% of border communes have inter-level boarding schools. By 2030, over 90% of communes in the province will achieve a People's Happiness Index (CB-HPI) of 90 points or higher, reflecting a satisfactory and sustainable standard of living, ensuring inclusive development in terms of security, opportunities, culture, and trust. The rate of online public service use by people and businesses will reach over 90%; the rate of specialized databases connected and authenticated with the National Population Database via digital platforms will reach 100%.   The rate of party organizations completing their annual tasks well is 80% or more; the number of new party members admitted each year is from 1,500 to 1,600.

The report also proposed three key programs, including: Sustainable tourism development program; Key program for protecting and effectively exploiting forest economy in the 2025-2030 period; Border gate economic development program. At the same time, 3 breakthrough contents were proposed during the term, including: Improving the quality of leadership and management staff and high-quality human resources; Developing transport infrastructure, urban areas and the environment; Promoting science and technology, innovation and digital transformation. Identifying 5 groups of tasks and solutions for socio-economic development, ensuring national defense - security, foreign affairs; building the Party and the political system in the coming term.

Also in the Congress program, comrade Le Hai Hoa, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, briefly presented the draft Report reviewing the leadership and direction of the Executive Committee and Standing Committee of the 19th Provincial Party Committee, term 2020-2025.

He expressed his agreement with the goals, targets, strategic orientations, tasks, and key solutions, along with the key work program and breakthrough contents set out in the political report presented to the Congress. He requested that the Congress focus on discussing, clarifying, supplementing, and perfecting to unify implementation.

He emphasized a number of issues that the province needs to implement in the coming time: The Provincial Party Executive Committee focuses on leadership to create unity, consensus, and high determination in the entire Party Committee, government, and people of the province to deploy breakthrough and revolutionary solutions, contributing to the successful implementation of the Party's strategic policies, completing the goal of building Cao Bang province to develop rapidly and sustainably, and improving the happiness index of the people.
