According to statistics, to meet the progress of the industrial parks being and about to be deployed throughout the province, Quang Ninh needs tens of millions of cubic meters of land for leveling each year. Meanwhile, the number of licensed land mines currently does not meet the actual demand, leading to a shortage of supply, pushing up prices, affecting the progress and investment costs of the project.
Many investors expressed concern that the scarcity of filling materials and high costs will cause the total investment in technical infrastructure of the industrial park to increase compared to the approval decision of the competent authority, affecting investment progress and causing a lack of capital.
The Bac Tien Phong Industrial Park technical infrastructure project has a total demand for filling materials of about 35 million m3 . Currently, the project only has about 5.8-6 million m3. Filled materials. This source of materials (soil) is mainly taken from the Quang Yen Cemetery Park project provided by Minh Phuc Company and a part of sand is taken from mines in Ninh Binh, Hung Yen , Phu Tho. With such statistics, Bac Tien Phong Industrial Park is still short of 29 million m3 materials to complete the leveling of the entire planned area (nearly 1,200 hectares). Meanwhile, the demand of secondary investors requesting to invest in Bac Tien Phong Industrial Park is on the rise due to the shift of investment from foreign partners to Vietnam.
Song Khoai Industrial Park is also facing similar difficulties and problems when the demand for filling materials of the Industrial Park can only meet 4.5-5 million m3 , still lacking about 10 million m3. landfill materials in the future.
In view of the target, the technical infrastructure investment plan of Bac Tien Phong Industrial Park of investor Deep C Quang Ninh, Song Khoai Industrial Park of investor Amata Ha Long Urban Joint Stock Company, Quang Ninh province determined that reviewing and updating the planning of minerals for common construction materials is a key solution. The province assigned the Department of Agriculture and Environment of the province to coordinate with localities to clearly identify the location and reserves of exploitable land mines for landfill, prioritizing key industrial parks.
Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment of the province, said: Implementing the direction of the Provincial People's Committee, the unit is reviewing, consulting, and reporting to the Provincial People's Committee to conduct auctions of mineral exploitation rights for 10 areas of land and stone mines for leveling materials in the province. When the land prices of these areas are determined, the auction will be immediately implemented, thereby providing a source of leveling materials for projects in need in the province.
The planning of land exploitation mines is available, the biggest difficulty currently facing is determining the land price to conduct bidding and auction to collect land use fees. Currently, there are very few licensed land exploitation mines for filling materials in the province because the licensing procedures are complicated, related to many sectors, fields and mechanisms and policies are always changing. Therefore, in the coming time, the province needs to promptly direct the review of newly issued documents, direct the shortening of time, transparency of licensing procedures and the development of specific mechanisms to support investors in accessing material sources from planned mines; at the same time, tighten the management of illegal exploitation, prevent speculation and unreasonable price increases.
In addition to exploiting from traditional mines, the province is also encouraging industrial park infrastructure investors to research and utilize post-processed industrial waste such as fly ash and thermal power slag at factories in the area, especially in the former Cam Pha and Dong Trieu areas; using sand resources collected from dredging projects in Van Don Special Economic Zone.
The problem of landfill materials is not only a technical issue, but also a strategic bottleneck that directly affects the ability to attract investment and develop sustainable industry in Quang Ninh. Without timely and long-term solutions, the risk of project delays and increased costs will reduce the competitiveness of the investment environment.
