Urgently recover assets after 2-level government arrangement

After nearly 1 month of implementing the 2-level government, the arrangement and handling of surplus assets has not been completed, causing many difficulties in public asset management. At a recent working session with the Department of Finance, Chairman of the Provincial People's Committee Ho Van Muoi gave instructions to urge the collection, arrangement and reasonable use of assets.

According to the report of the Department of Finance, as of June 30, 2025, the total number of headquarters and real estate establishments in Lam Dong province is 4,655 establishments (calculated according to the old province including: Binh Thuan 1,957 establishments, Lam Dong 1,792 establishments, Dak Nong 906 establishments). Based on the approved plan, by June 30, 2025, the District People's Committee has prepared a dossier to submit to the Provincial People's Committee for decision on handling surplus real estate establishments according to Decree No. 03/2025/ND-CP dated January 1, 2025 of the Government. Accordingly, the total number of surplus real estate establishments is 909 establishments (Binh Thuan 496 establishments, Lam Dong 292 establishments, Dak Nong 121 establishments); The number of surplus houses and land establishments that have had decisions on handling is 404 establishments (Binh Thuan 385 establishments, Lam Dong 17 establishments, Dak Nong 2 establishments); the total number of surplus houses and land establishments that have not had decisions on handling is 415 establishments (Binh Thuan 21 establishments, Lam Dong 275 establishments, Dak Nong 119 establishments).

According to Mr. Nguyen Van Hoa - Deputy Director of the Department of Finance: The current surplus assets are mainly in communes (schools) but there is a lack of working offices for departments and branches. In the two provinces of Binh Thuan and Dak Nong (old), the headquarters still have people working and the documents have not been moved. The Department of Finance has issued a document requesting the departments and branches to coordinate and propose solutions: For headquarters with documents, instruct them to transfer documents to one headquarters to hand over to other headquarters, at the same time, notify the deadline for officers and civil servants of the departments to return to the headquarters... If the deadline is too long, the Department of Finance proposes that the Provincial People's Committee arrange a common working office to quickly release the surplus headquarters...

However, the arrangement plan according to Decree No. 03/2025/ND-CP has difficulties, problems and contents that need to be consulted on handling surplus housing and land after the arrangement for 415 housing and land facilities that have not yet been decided on. Previously, the district-level People's Committee prepared the dossier, but now it has been dissolved, so it must be handed over to the commune-level People's Committee to prepare the dossier, especially for housing and land facilities in Dak Nong and Lam Dong provinces (old), there are still many housing and land facilities that have not yet been decided on. Another reality is that some places need to repair their headquarters to meet working needs, but there are also some communes in the center that have excess headquarters...

Regarding shared and personal equipment, there is basically no shortage, but it is old and outdated. Mr. Pham Van Bay - Deputy Director of the Department of Finance, said: The Department of Finance has sent a document to the People's Committee at the commune level and established an inspection team, requesting the People's Committees of communes, wards, and special zones to review and report on the situation of public assets and will coordinate the number of good or surplus machinery and equipment in the central communes to areas that are still lacking... Mr. Bay added that the whole province currently has 835 vehicles, of which 405 are for general work and 430 are specialized vehicles. According to the instructions, based on the payroll and area, the number of vehicles according to the standard norms is still lacking.

The Department of Finance recommends that provincial departments and branches base on approved plans, staffing, and standards to determine the need for headquarters, cars, machinery, equipment, and working vehicles; surplus assets that must be handled, and missing assets that need to be supplemented; on that basis, propose a form of handling according to the provisions of law on public asset management.

The Department of Finance also sent a document to departments, branches, People's Committees of communes, wards and special zones requesting reports on the results of the implementation and implementation of the plan to arrange, allocate and handle public assets when implementing the 2-level local government organization model, in which it is required to clearly report on public assets that are surplus and redundant and not in need of use, propose specific handling plans and the number of assets lacking compared to the required standards and norms that need to be supplemented.

At the meeting with the Department of Finance on July 28, 2025, Chairman of the Provincial People's Committee Ho Van Muoi directed: The surplus of public assets after the province's merger is very large. For assets that have been planned to be auctioned, it must be done. Leaders of departments and branches report how many officials will stay to work in the old area, so that they can calculate how many rooms are needed; how many desks, chairs, and machines. The Provincial Chairman agreed to temporarily use the old Provincial People's Committee headquarters to move the departments' rooms. Records and other assets, basically, will be moved wherever they are moved. Chairman of the Provincial People's Committee Ho Van Muoi requested that by August 15, departments and branches must report the number of officials staying in the Blue Sea Lam Dong and Great Forest Lam Dong areas, identify surplus working offices, close them, seal them, manage them, and protect them.
