Khanh Hoa completes reassessment of land prices for 10 out of 10 projects.

The Department of Agriculture and Environment of Khanh Hoa province has reassessed land prices for all 10 projects and completed the land price assessment and approval for these 10 projects by December 2025.

Responding to a reporter from the Finance and Investment Newspaper , the Department of Agriculture and Environment of Khanh Hoa province stated that Khanh Hoa province has 10 projects that require a reassessment of land prices according to Resolution No. 170/2024/QH15 dated November 30, 2024, of the National Assembly; and Decree No. 76/2025/ND-CP dated April 1, 2025, of the Government.

Of these, 4 projects did not follow the procedure of hiring a consulting firm to determine land prices; 6 projects were required to hire a consulting firm to appraise land prices.

Regarding progress, the Department of Agriculture and Environment has organized the reassessment of land prices for all 10 projects and completed the approval of land prices for these 10 projects by December 2025.

However, determining land prices still faces certain difficulties. Specifically, some projects have not completed the land price determination process due to limitations in collecting information from previous years; some projects are implemented according to the regulations of the 2003 Land Law and the 2013 Land Law, which were general and not specific at the time; some valuation methods are only estimates or preliminary estimates (qualitative, not quantitative), so the current Decrees and the 2024 Land Law have been significantly amended, specifically regarding the timing of land price determination, information collection, and land valuation methods; some projects are over 10 years old, resulting in a lack of data and the inability to collect figures, thus making it impossible to determine a land price plan.

On the other hand, the reluctance of consulting firms to determine land prices; insufficient legal documentation for projects to justify land valuation; and inadequate and limited land valuation methods have resulted in very few consulting firms participating; and the requirement to re-determine land prices requires multiple submissions for projects in Khanh Hoa province.

Meanwhile, the budget for hiring consulting firms to conduct specific land valuations is currently low, thus failing to attract many participants. Currently, the Provincial People's Committee is reviewing and revising relevant regulations to issue economic and technical norms for land valuation in Khanh Hoa province in accordance with the 2024 Land Law.
