
Attending the ceremony were members of the Central Committee of the Communist Party of Vietnam, Deputy Ministers of National Defense : General Hoang Xuan Chien, Standing Member of the Central Military Commission; General Nguyen Truong Thang; representatives of the leadership of several central committees, ministries and branches; leaders of Hanoi city; representatives of the leadership of the Embassies, Consulates and Defense Attachés of the Russian Federation, Belarus, China, Cuba, Laos, Cambodia, and heads of several relevant units under the Ministry of National Defense.
This project commemorates the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025), the 81st anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2025), and the 36th anniversary of the National Defense Day (December 22, 1989 - December 22, 2025), and looks forward to welcoming the 14th National Congress of the Party.
Speaking at the ceremony, Senior General Hoang Xuan Chien, Member of the Central Committee of the Party, Member of the Standing Committee of the Central Military Commission, and Deputy Minister of National Defense, emphasized: The monument complex was built to express the deep recognition, honor, and gratitude of the Party, State, Army, and people of Vietnam for the valuable support and assistance of fraternal countries and international friends in Vietnam's struggle for national liberation and reunification.
The project comprises five groups of statues symbolizing the solidarity and friendship between Vietnam and the Russian Federation, China, Cuba, Laos, and Cambodia – countries that have given Vietnam immense, selfless, and unwavering support and assistance during difficult and challenging periods in history, contributing to the victory of the Vietnamese people's national liberation wars.

The construction of the Monumental Area stems from the Vietnamese national principle of "Drinking water, remember the source," and "Eating fruit, remember the tree planter"; at the same time, it reflects Vietnam's consistent stance of always valuing, preserving, and promoting international solidarity and friendship among nations, for the peace , independence, and sustainable development of countries around the world.
The building constructed within the grounds of the Vietnam Military History Museum will be a significant "landmark" with special meaning in the dissemination and education of historical traditions, research, study, and meaningful community activities for all levels of the population and international friends; a cultural and historical space of lasting value, contributing to spreading the message of solidarity, friendship, peace, and cooperation between Vietnam and international friends.
