Typically, just 2 days after the incident, District 1 Police made an emergency arrest and 2 days later (the evening of December 18) prosecuted and temporarily detained Quach Minh Nhut (33 years old, residing in District 6) for the crime of "Intentionally causing injury". Nhut brutally assaulted a man driving a motorbike carrying his daughter to school in front of Tu Du Hospital, Cong Quynh Street. The reason was simply because this person reminded Nhut when driving a car on the road.

In another case, also 4 days after the incident of assaulting and punching a girl on Khanh Hoi Street, District 4, the police of this district also prosecuted and arrested Bui Thanh Khoa (40 years old, residing in District 10) for the same crime as the above case.

The cause of the case surprised many people, when the girl only drove her motorbike close to Khoa's car while driving on the road, causing him to lose control of the wheel, blocking the road and brutally beating the man.

Or the incident where a bus crushed a delivery man’s motorbike on Vo Van Tan Street, District 3, which led to the scene where the driver and bus staff “fought” with their opponents on the road. The incident led to all 3 being arrested by District 3 Police for investigation and handling of the act of “disturbing public order”.

Not to mention other provinces also have incidents leading to criminal convictions from similar trivial matters. In Binh Phuoc , Dong Xoai City Police and Dong Phu District Police are investigating two cases of hooliganism while participating in traffic.

A driver blocked the car, cursed at others with a stick, and threatened to attack them with pepper spray. In one case, a person was investigated for both crimes when he got out of a pickup truck and into the truck cabin to brutally assault another driver because he thought he was being forced to drive on the road.

Thug behavior should be arrested urgently

Lawyer Nguyen Ngoc Tram (Ho Chi Minh City Bar Association) said that the reason why the prosecution agencies quickly handled cases of street thugs like the past time was because the cases all had solid evidence, actively supporting the prosecution agencies in investigating and handling. These were clips recorded by passersby or from dash cams on vehicles.

However, according to the lawyer, this evidence needs to be clarified and consistent with other sources of evidence, statements of related people and witnesses.

According to lawyer Tram, to limit street hooliganism, families, schools, and organizations need to have many measures to effectively educate and propagate the law to raise awareness, behavioral skills, and understanding of the law...

An investigator from the Criminal Police Department of Ho Chi Minh City Police analyzed that the incidents that occurred on the streets recently all showed hooliganism and aggressive behavior, so it is necessary to urgently arrest and prosecute immediately to demonstrate the strictness of the law, instead of waiting for the results of the victim's injury assessment as in other "intentional injury" cases.

“It is necessary to deter and prevent in general in society. Through these cases, each citizen must consider the consequences that they and their loved ones will have to bear when acting.

Along with educational and propaganda measures, the deterrent and strict nature of the law also makes each individual afraid, thereby restraining and adjusting their behavior to be appropriate in society," the investigator emphasized.
