On the afternoon of October 12, at the Preparatory Session of the 1st Government Party Congress, term 2025-2030, delegates attending Discussion Group No. 9 made profound and enthusiastic contributions to the draft documents of the Government Party Congress and the draft documents to be submitted to the 14th National Party Congress. The opinions not only reflect the Government's management practices in the recent period, but also demonstrate the spirit of innovation, determination and aspiration for national development in the new period.
Discussion Group No. 9, consisting of 2 delegations ( Ministry of Science and Technology and Vietnam National Coal - Mineral Industries Group), was attended by Comrade Nguyen Chi Dung, Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister; Comrade Nguyen Manh Hung, Member of the Party Central Committee, Member of the Government Party Committee, Party Secretary, Minister of Science and Technology.
The discussion group focused on in-depth analysis of the role of science , technology and digital transformation in the coming period.

If we do not take advantage of science, technology and innovation, we will miss opportunities.
Speaking at the discussion session, Mr. Tran Duy Ninh, Director of the National Digital Transformation Agency, Ministry of Science and Technology, emphasized that the 2025-2030 term needs to be a period to create real results of digital transformation, after the past 5 years were considered a period of "perception transformation".
According to Mr. Tran Duy Ninh, "Where data becomes a resource, technology becomes power and people become the subject of the digital nation - that must be the consistent orientation in the next term". At the same time, Mr. Tran Duy Ninh proposed 3 important additional points to the draft document. These are:
First, develop digital capacity and national data sovereignty, form data infrastructure and artificial intelligence platforms, and consider them essential infrastructure on par with electricity, water and transportation.
Second, effectively deploy the national digital architecture framework, connecting data systems to serve the administration of the Government, people and businesses on the basis of data and artificial intelligence.
Third, build a system to measure the impact of digital transformation, to assess the real effectiveness on productivity, competitiveness and socio-economic development.
Speaking at the discussion group, Ms. Tran Thi Nhi Thuy, Deputy Secretary of the Party Committee of the Ministry of Science and Technology, continued to emphasize the key role of the Government Party Committee in comprehensively leading political tasks in the new term. Accordingly, " in order for the Party's resolutions and directives to truly come into life, we need to innovate the implementation method. Each Party organization must concretize the resolutions into action programs with clear, measurable tasks".
Ms. Tran Thi Nhi Thuy also recommended promoting digital transformation in Party work, not only for more effective leadership, but also to monitor and evaluate the actual results of policy implementation from the central to grassroots levels.
Innovation and digital transformation: The inevitable path to breakthrough
Minister of Science and Technology Nguyen Manh Hung gave a candid perspective on the role of innovation and digital transformation in national development.

According to Minister Nguyen Manh Hung, innovation can bring economic growth three times higher than traditional science and technology.
The Minister analyzed three main components of science and technology: Science, technology and innovation, in which digital transformation is an important driving force to accelerate the innovation process.
" The key to digital transformation is speed. Speed creates productivity, productivity creates new growth momentum," the Minister cited specific evidence by the fact that the Ministry of Science and Technology was able to develop and complete 10 draft laws within one year, while previously a project could take up to 5 years.
Speaking at the discussion group, Mr. Khuat Manh Thang, Standing Deputy Secretary of the Party Committee of Vietnam National Coal - Mineral Industries Group, expressed his agreement with the theme of the Congress and emphasized that this is a "theme with many new contents, with profound strategic guidance for state-owned enterprises in the integration period".
Mr. Khuat Manh Thang highly appreciated the fact that the Document identified science and technology, innovation and digital transformation as the leading breakthrough drivers to modernize the productive forces, bringing the country forward faster in the new development cycle. At the same time, he emphasized, "We not only need to develop rapidly, but also develop sustainably, balancing economic growth with social progress, protecting the environment and ensuring national defense and security. That is what the Document clearly reflects."
Speaking at the discussion session, Deputy Prime Minister Nguyen Chi Dung pointed out that Vietnam is standing at a historic threshold, where we can either strongly rise to become a developed country, or get stuck in the middle-income trap.

The Deputy Prime Minister emphasized, "Opportunities only come once. We have a new position, the people's confidence is strong, and the Party has made extremely important decisions. Now is the time for us to act."
The Deputy Prime Minister said that the Government is about to submit a Project on the State economy with many breakthrough contents to clear bottlenecks and release resources that are still being "held", especially in the State-owned enterprise sector.
"We only have 20 years left to achieve the goal of becoming a high-income developed country. If we do not take advantage of science, technology and innovation, we will miss the opportunity," the Deputy Prime Minister said, adding that science, technology and innovation are the only way.
Through the comments contributed at Discussion Group No. 9, it can be seen that the common spirit is the determination to innovate leadership thinking, focus on digital transformation, develop science and technology, promote the internal strength of state-owned enterprises, and above all, seize opportunities to break through.
The 2025-2030 term is not just a normal 5-year period, but a pivotal period for the country to shape its position in the region and the world. To do that, as many delegates have emphasized, it requires unified leadership, decisive action, and consensus from the highest level to each cadre, party member, people and business.
