"Easing the burden on the people" by raising the tax threshold.

Raising the tax-exempt revenue threshold from VND 500 million to VND 1 billion per year, as stipulated in Government Decree No. 141, is creating more room for thousands of small businesses to reduce cost pressures, stabilize operations, and recover production and business activities amidst challenging market conditions.

Household businesses are relieved of some of the cost burden.

Immediately after the Government issued Decree No. 141 dated April 29, 2026, amending and supplementing Decree No. 68 on tax policies for household businesses, individual businesses, and small enterprises, many business households in the province expressed their excitement about the new policy. A notable point of this decree is the raising of the tax-exempt revenue threshold from VND 500 million to VND 1 billion per year. This means that many small-scale business households will be exempt from taxes, easing financial pressure in the context of slow recovery in purchasing power and rising input costs.

Ms. Nguyen Thi Hang, the owner of a restaurant in Phan Thiet ward, said that previously, whether applying the lump-sum tax system or switching to declaration-based tax, paying taxes was always a regular expense that had to be calculated. Now that the tax threshold has been raised to 1 billion VND/year, her family's restaurant is no longer subject to tax. "The cost of raw materials and rent has increased, so the tax exemption significantly reduces the pressure. The family now has more resources to invest in improving the quality of service," Ms. Hang shared.

Similarly, the owner of a fashion store in Phu Thuy ward said that their family business previously belonged to the group with revenue exceeding 500 million VND but less than 3 billion VND per year, and therefore was not exempt from tax. After Decree No. 141 came into effect, this business is now eligible for tax exemption. According to the store owner, in the context of a volatile market and declining profits, raising the taxable revenue threshold is a practical support to help businesses confidently maintain operations.

Ms. Tran Thi Huong, the owner of a coffee shop in Phu Thuy ward, also believes that the new policy has created more opportunities for small businesses. “Previously, the shop had to pay a fixed tax, but now it's tax-exempt, so the financial pressure has decreased. The market is still difficult, and profits aren't high, so this policy helps businesses become more stable,” Ms. Huong said.

Observations at several traditional markets in the province show that many small traders also expressed their agreement with the new policy. A small trader selling groceries at Phu Long market, Ham Thang ward, said that in the current difficult business conditions, many households mainly rely on labor for profit, so reducing tax pressure helps to ease business sentiment.

Creating room for the recovery of the small-scale economy.

Immediately after Decree No. 141 was issued, the tax authorities intensified their efforts in disseminating information and providing guidance to ensure the policy was put into practice as soon as possible. Concerns and questions from business households and enterprises were also promptly addressed and answered. The tax office in Lam Dong province currently manages approximately 11,197 business households across 18 communes and wards in the southeastern part of the province. Of these, the majority (10,926 households) have revenue that is exempt from tax. The remaining 271 households belong to the group with revenue ranging from over 1 billion VND to 3 billion VND.

Mr. Pham Tan Minh, Head of Tax Office 6, stated that raising the taxable revenue threshold to 1 billion VND per year will create additional resources for business households to maintain, stabilize, and gradually expand their production and business activities. This policy reflects the orientation of supporting taxpayers, creating a favorable business environment, and fostering sustainable revenue sources. Immediately upon the policy's implementation, the unit quickly deployed awareness campaigns to ensure business households had full access to the information.

Decree No. 141 has had a significant impact in reducing the tax burden for small and micro-enterprises, especially in rural and mountainous areas, traditional markets, and household-scale agricultural production. Not only does it alleviate financial pressure, but the new policy also creates conditions for these households to reinvest in production and business, gradually recovering and developing stably. Furthermore, raising the taxable revenue threshold is expected to encourage businesses to register and declare taxes more transparently, gradually creating a stable and sustainable business environment.
