Groundbreaking Ceremony of Gia Binh International Airport Construction Project

BAC NINH - On the morning of August 19, in Gia Binh commune (Bac Ninh), the Ministry of Public Security held the groundbreaking ceremony for the Gia Binh International Airport construction project. This is one of 80 key projects to be started and inaugurated on the occasion of the 80th anniversary of the August Revolution and National Day September 2 (1945 - 2025). The groundbreaking ceremony was broadcast live and online to the connection points of 80 projects in all 3 regions of the North - Central - South.

Attending and chairing the groundbreaking ceremony was General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security .

Also attending were Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense; Senior Lieutenant General Nguyen Ngoc Lam, Deputy Minister of Public Security; representatives of leaders of ministries, departments, branches and central agencies including: Ministry of Public Security, Ministry of Construction, Ministry of Finance, Ministry of Home Affairs, Ministry of Justice, Ministry of Science and Technology, Office of the President, Office of the Government , Civil Aviation Authority of Vietnam and Vietnam Air Traffic Management Corporation.

On the side of Bac Ninh province, the groundbreaking ceremony was attended by comrades: Nguyen Van Gau, member of the Party Central Committee, Secretary of the Provincial Party Committee; Dao Quang Khai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee. Also attending were representatives of leaders of relevant departments and branches; leaders of communes: Gia Binh, Lam Thao, Luong Tai, Nhan Thang; representatives of 30 typical households with many contributions to compensation and site clearance work...

Gia Binh International Airport is not only a traffic project but also a new national symbol of Vietnam, located 40 km from the center of Hanoi, planned on an area of nearly 2,000 hectares, located in the communes of Gia Binh, Luong Tai, Nhan Thang, Lam Thao. The project is a national key project, not only an aviation gateway for Hanoi and the North but also a major transit airport in the region.

With a convenient connection location between Hanoi capital and Bac Ninh province and Hai Phong city, the project is an important gateway for Bac Ninh to connect with major economic centers in the country and internationally, especially in the context of the province implementing the goal of developing high-tech industry and logistics. The project contributes to significantly reducing the load on Noi Bai airport, improving the air transport capacity for the northern region; meeting the increasing demand for air transport, carrying the mission of affirming the position and stature of the country on the world aviation map.

The project is built according to the standards of a 4E international airport, with a model for shared civil and national security use; oriented to develop according to the model of a new generation smart airport, with synchronous applications. Modern technologies, full-process biometrics, operating according to ESG "green airport" standards (integrating environmental, social and governance criteria), integrating a high-class service ecosystem to bring international-class experiences to passengers.

In the first phase until 2030, the project will complete two runways, a passenger terminal, a VIP terminal, along with technical and logistics items, meeting the capacity of about 30 million passengers and 1.6 million tons of cargo per year. After 2030, the airport will continue to be expanded with four runways, increasing the capacity to 50 million passengers and 2.5 million tons of cargo per year.

This development roadmap is linked to the goal of upgrading service standards: By 2029, reaching Skytrax 4-star standards, by 2032, reaching 5-star standards, and by 2037, becoming one of the 10 most beautiful and friendly airports in the world. One of the important highlights in the orientation of Gia Binh International Airport is the commitment to sustainable development according to international standards on ESG.

The airport will implement Carbon management according to Airport Carbon Accreditation standards with the goal of Net-Zero by 2050. Construction items, especially the passenger terminal, are designed to aim for Leed Gold green building certification, while strongly exploiting renewable energy with a solar power system with a capacity of over 30 MWp, contributing to reducing emissions and effectively using clean energy sources.

It is known that in order to start the project, in the past time, the political system of Bac Ninh province has taken part with high determination, considering this an important political task. Gia Binh International Airport and connecting infrastructure works are "green channel" projects. Accordingly, the province has given top priority to site clearance with high determination to soon hand over clean land to investors.

Here, Ms. Nguyen Thi Thu Tra, Deputy General Director of Mastersise Group Joint Stock Company, representing the investor, pledged to focus all resources, intelligence and enthusiasm to complete the project on schedule, with the highest quality, worthy of the trust and expectations of the Party, State, Government, Ministry of Public Security and the People. At the same time, apply favorable construction solutions to ensure safety.

At the groundbreaking ceremony, Comrade Luong Tam Quang presented gifts to representatives of investors and local authorities. Comrades Nguyen Ngoc Lam, Nguyen Van Gau, Lieutenant General Nguyen Ngoc Van, Commander of the Mobile Police (Ministry of Public Security) and Comrade Dao Quang Khai presented gifts to 30 outstanding households who have made many positive contributions to the compensation and site clearance work for the project.

Speaking at the groundbreaking ceremony, Comrade Luong Tam Quang said that the Ministry of Public Security was honored to organize the groundbreaking ceremony of the Gia Binh International Airport construction project in a series of events to start and inaugurate major and key projects and works of the country to celebrate the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam. Thereby affirming the strategic vision and political determination of the Party, the State, the Central Public Security Party Committee, and the Ministry of Public Security in ensuring security and national defense, contributing to socio-economic development in general and the modernization of the People's Public Security force in particular.

On behalf of the Central Public Security Party Committee and the leadership of the Ministry of Public Security, Senior General Luong Tam Quang sent his best wishes to the leaders, delegates, distinguished guests, all comrades and people at the Bac Ninh provincial bridge and bridge points across the country.

He emphasized that Gia Binh International Airport is a national key project of international stature, playing a particularly important role in the overall planning system of airports and airfields nationwide, positioned as a strategic dual-use airport for the capital region, contributing to expanding development space, making Bac Ninh and localities in the Northern region a new growth pole.

In addition to civil aviation activities, Gia Binh International Airport is planned to have a People's Public Security Air Force Regiment with modern and synchronous equipment to ensure constant combat readiness, contributing to strengthening national defense strength.

The Minister affirmed that the Ministry of Public Security will closely coordinate with ministries, branches, the People's Committee of Bac Ninh province and investors to ensure the project is completed on schedule, safely and with quality. By the end of 2026, Gia Binh International Airport will be put into initial operation to serve the APEC Summit 2027. At the same time, it will pay attention to and take care of the best implementation of policies according to regulations for affected households during project implementation.

He hoped that the People's Committee of Bac Ninh province would pay attention to coordinating the implementation of surrounding traffic infrastructure projects; synchronously complete the route connecting the airport with the capital Hanoi by the end of 2026 in accordance with the direction of the Prime Minister, contributing to exploiting and promoting the effectiveness so that the airport can truly be a key project, a model reaching international standards, contributing to realizing the aspiration for strong development of the Vietnamese people.
