To gain a better understanding of the achievements and solutions for multidimensional poverty reduction in the future, reporters from Tuyen Quang Newspaper and Radio & Television had an interview with Mr. Ha Dinh Dat, Standing Vice Chairman of the People's Committee of Tri Phu commune.

Reporter: Comrade, what outstanding results has Tri Phu achieved in sustainable poverty reduction during the 2023-2025 period?
Comrade Ha Dinh Dat: Tri Phu is a commune with a large ethnic minority population, with 8,707 people belonging to 20 different ethnic groups living together. This is a unique area, posing many challenges in poverty reduction efforts.
Recognizing this, the commune's Party committee and government proactively devised solutions tailored to local realities. Using funds from the National Target Program for Sustainable Poverty Reduction, the commune implemented many practical projects. Regarding vocational training, the commune collaborated with the Center for Vocational Education and Continuing Education to open classes on citrus fruit cultivation with 35 participants; and traditional weaving training classes with over 40 participants. In terms of livelihood development, the commune implemented projects supporting buffalo breeding and meat consumption along the value chain; bamboo planting linked to product consumption; chicken farming linked along the value chain; and support for acacia seedlings... As a result, hundreds of households benefited, gradually increasing their income.
Vocational training and job creation have been identified as key solutions. During this period, the commune has created new jobs for over 200 workers, both locally and in other provinces and cities, as well as through overseas employment programs. Simultaneously, preferential credit lending for poor and near-poor households continues to be effectively implemented, with dozens of households receiving support for new housing construction and access to decentralized water supply during the 2023-2025 period.
Currently, the poverty rate in the commune is 44%, which, although still high, has shown a clear downward trend year by year. Rural infrastructure has improved significantly; average income has increased steadily; political security and social order have been maintained; and the ethnic cultural identity has been carefully preserved and promoted.
Reporter: To achieve those results, what were the key solutions that the commune focused on implementing, Comrade?
Comrade Ha Dinh Dat: The commune has identified poverty reduction as a top priority in its socio-economic development plan, and has therefore implemented many flexible solutions in mobilizing, allocating, and integrating resources to provide appropriate support to each target group.
Annually, the commune conducts surveys and reviews of poor and near-poor households, analyzing the specific causes of hardship for each group, and then formulating practical and appropriate support policies. The commune-level poverty reduction steering committee is regularly strengthened, with clear responsibilities assigned to each member, and plans are developed and implemented smoothly.
Propaganda work has been intensified with increasingly diverse forms and content, aiming to raise awareness, gradually eliminate the mentality of dependence and reliance, and awaken the will to overcome poverty among the people. Political and social organizations at the commune level closely coordinate with the government, supporting poor households through various practical forms such as providing labor assistance, rice seeds, livestock, organizing training courses on scientific and technical transfer, and assisting with loans. The District Social Policy Bank also facilitates access to loans for households to develop production, business, and create jobs.

Reporter: During the implementation process, what difficulties and challenges did the commune encounter, Comrade?
Comrade Ha Dinh Dat: Despite achieving many results, the commune still faces numerous difficulties. Infrastructure has not been invested in comprehensively, and there is a shortage of production resources. The issue of re-poverty remains a real concern, as some households, after escaping poverty, face risks such as natural disasters, epidemics, illness, or lack of knowledge and skills in production, thus risking falling back into poverty.
Although investment resources for the program have received attention, they remain limited compared to actual needs, especially in remote and rural villages. Furthermore, changing the mindset and production practices of a segment of the population requires considerable time and persistent effort.
Reporter: Given these difficulties, what are the directions and solutions that Tri Phu commune has to further promote sustainable poverty reduction in the coming period?
Comrade Ha Dinh Dat: The commune has determined to continue implementing comprehensive solutions that have proven effective, focusing on improving the capacity of cadres working on poverty reduction at the grassroots level, ensuring that policies are implemented correctly for the right people and target groups, and avoiding loss and waste of resources.
The commune will focus on diversifying forms of livelihood support, especially sustainable production models linked to value chains, creating stable outlets for products. At the same time, it will strengthen the integration of programs and projects, mobilizing maximum resources from all levels, sectors, and society as a whole to invest in poverty reduction efforts.
Most importantly, we will continue to vigorously promote and encourage self-reliance among the people themselves, because they are the most important subjects in the sustainable poverty reduction effort.
