Unblocking the "blood vessels", creating momentum for the economy to break through

BHG - Traffic is considered the "bloodline" of the economy ; the "bloodline" is cleared, creating the driving force to promote economic breakthrough. Determining the position and especially important role of traffic in socio-economic development, ensuring national defense and security, our province has planned and invested in building traffic infrastructure in a synchronous, highly connected direction, with priority order of key points.

In the period of 2015 - 2020, the whole province mobilized more than 8,600 billion VND to invest, renovate, upgrade and repair over 650 km of national highways and provincial roads, 320 km of district roads, nearly 100 km of urban roads and internal roads of industrial parks and tourist areas; built more than 2,600 bridges and culverts of all kinds. At the same time, localities in the province have renovated, upgraded and newly built nearly 1,800 km of rural roads. The newly built, renovated and upgraded roads and bridges according to advanced scale and standards, ensuring quality have opened up new development opportunities, shortened regional gaps, and become an important driving force for socio-economic development.

Promoting the achieved results, in the period of 2021 - 2025, the province continues to prioritize investment in the construction of transport infrastructure and transport networks to ensure compliance with the planning and strategy on the development of national transport infrastructure and provincial planning for the period of 2021 - 2030, with a vision to 2050. This is clearly shown in Resolution 22 of 2021 of the Provincial Party Committee on breakthroughs in the construction of transport infrastructure for the period of 2021 - 2025 and to 2030. The general objective of the Resolution focuses on implementing well the work of planning, planning management and planning implementation; investing in the rapid development of the transport infrastructure network in a synchronous, modern, sustainable and effective direction; Mobilize resources well, integrate effective national target programs, invest in new construction, renovation, and upgrading of modern transport systems according to long-term planning; at the same time, effectively carry out management, maintenance, upgrading, and traffic safety assurance.

After more than 2 years of implementing Resolution 22 of the Provincial Party Committee on breakthroughs in building traffic infrastructure, dozens of projects and traffic works have been invested in new construction, renovation and upgrading. Some typical projects include: Investment project to upgrade National Highway 279 (section of Viet Quang town, Bac Quang - Nghia Do, Lao Cai ) to meet grade IV road standards; Investment project to upgrade provincial roads DT.176, DT.176B, DT.177, DT.178, DT.183 in the districts of Bac Quang, Quang Binh, Xin Man, Bac Me, Yen Minh, Meo Vac; Project to upgrade and expand the inter-commune road from Km160+500, National Highway 4C, Pa Vi commune to Xin Cai commune (Meo Vac).

In particular, at the end of May 2023, the Tuyen Quang - Ha Giang Expressway Project connecting with Tuyen Quang - Phu Tho Expressway, the section passing through Ha Giang province (phase 1) officially started construction. The project's implementation aims to create an economic development corridor for the Northern Midlands and Mountains provinces to Ha Giang; meet the needs of travel and freight transport; solve traffic congestion in regional and intra-regional connectivity. Immediately after the Tuyen Quang - Ha Giang Expressway Project started construction, the province paid special attention to the implementation progress and had many drastic solutions to direct all levels, sectors, and investors to urge contractors to focus on human resources, materials, machinery and equipment to work overtime, increase shifts to deploy and organize construction in the spirit of "overcoming the sun, overcoming the rain" to speed up the construction progress of the project. Striving to complete ahead of schedule, expected to complete the project before May 19, 2025. Up to now, the project implementation volume has reached 16.5%, of which the roadbed has reached over 43%, the underpass has reached over 62%, the drainage system has reached 62%; 763/763 affected individuals, households and organizations have been paid; the clean site has been handed over to the contractor at 100%.

In parallel with focusing resources on investing in national and provincial highways, the province is interested in investing in developing the rural traffic system in combination with national target programs. From 2021 to present, the whole province has deployed 24 district road traffic projects with a total length of over 375 km, of which more than 80 km have been completed and nearly 1,000 km of commune, village and intra-field roads have been hardened. To date, 100% of communes, wards and towns and more than 86% of villages and hamlets in the province have motor vehicle roads to the center.

To continue to make breakthroughs in building transport infrastructure according to Resolution 22/2021 of the Provincial Party Committee, in the coming time, the province will focus on mobilizing and effectively using resources for investment; prioritizing budget capital and ODA capital to invest in building and upgrading provincial roads, roads to border gates and important district roads with regional economic development linkages; continue to implement the cement support policy to harden rural roads according to the motto "The State and the People work together" associated with the New Rural Development Program. At the same time, the province directs functional branches, districts, cities, and investors to focus on performing well their responsibilities and authorities in site clearance and traffic corridor management; improve the effectiveness and efficiency of state management in the transport sector.

With these steps, the province will continue to contribute to improving and enhancing the quality of the transport network in the province. Smooth traffic will create momentum for socio-economic development, making people's lives increasingly prosperous and happy.
