There are still difficulties
In 2025, the land use revenue plan in Lam Dong is 4,250 billion VND. Land use revenue accounts for more than 15% of the total provincial budget revenue. In fact, in the past, the process of implementing land revenue has encountered many difficulties.
According to the provincial Department of Finance, there are many reasons for this situation. Among them, some investment projects using land are slow to implement. The handling of public land funds, housing facilities, and surplus land in many projects is still limited.
Some areas are stuck with overlapping planning and cannot change their land use purposes. Infrastructure in many resettlement areas is not yet complete, so households and individuals are not ready to receive resettlement. In some cases, households and individuals are late in paying land use fees so that the State can issue land use right certificates when the resettlement lottery results are recognized.
Another reason for the difficulty in collecting land revenue is that localities are still quite confused in implementing specific land prices. Regarding this issue, Vice Chairman of the People's Committee of Quang Phu Commune - Ngan Thanh Hai said that recently, localities have encountered difficulties in implementation. "The biggest problem is the land valuation at the grassroots level. From authority, order to procedures are still confusing, leading to very slow land valuation, affecting the progress of investment projects", said Mr. Hai.
According to the Lam Dong finance sector, given the current shortcomings, the ability to collect land use fees for the whole year of 2025 in the whole province is estimated to be about 3,130 billion VND, reaching 73.7% of the estimate. Of which, the Lam Dong blue sea area is estimated to collect over 100%. Meanwhile, the Lam Dong thousand flowers and Lam Dong great forests areas are expected to reach about 66 - 75% of the plan.
By the end of July 2025, Lam Dong had realized 1,845 billion VND in revenue from land, reaching 40.9% of the plan. Of which, the Lam Dong Great Forest area realized 226 billion VND, reaching 49.3%; the Lam Dong Thousand Flowers area realized 1,197 billion VND, reaching 41.3%; the Lam Dong Blue Sea area realized 421 billion VND, reaching 47.3% of the plan.
Proactive solutions
In fact, land use revenue accounts for a large proportion of total budget revenue. This is also the basic source for Lam Dong to supplement development investment expenditure. Therefore, the province is interested in and directs the removal of obstacles and promotion of revenue increase.
Currently, the province is removing obstacles and many localities in Lam Dong have proactively implemented collection solutions. According to Chairman of the People's Committee of Krong No Commune - Huynh Long Quoc, in the immediate future, the locality will mobilize people in the commune to actively convert land use purposes. The locality will strengthen coordination with the local tax sector to actively support people in the conversion process.
Regarding auction activities, the locality focuses on auctioning public land lots, houses, and surplus land. In the immediate future, Krong No will focus on cases of houses and land that are not subject to rearrangement and reprocessing according to regulations.
“For land-use investment projects implemented by units, the commune will step up coordination to soon complete the leased projects. For projects that are being implemented but have land issues, we will direct departments to mobilize people to hand over the land, ensuring the progress of the projects,” said Mr. Quoc.
According to Deputy Head of Lam Dong Province Tax Department - Tran Phuong, many measures to collect land revenue are being actively implemented by the tax sector. Regarding land lease, the tax authority focuses on reviewing all contracts and land lease decisions of the State. From here, the unit coordinates with the agriculture - environment sector to promptly determine land prices, notify financial obligations and organize timely collection and payment.
“Regarding land use fees, the tax authority focuses on coordinating with local authorities to smoothly transfer records to determine financial obligations regarding land. In particular, we pay attention to cases of land use purpose change and first-time recognition of land use right certificates for collection and payment,” said Mr. Phuong.
Also according to Mr. Phuong, currently, the entire tax sector is coordinating with functional sectors and price appraisal councils to urgently determine land prices for projects to notify investors and businesses to promptly implement the state budget.
Regarding land use revenue, at a recent conference to assess the socio -economic situation, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that for resettlement cases, localities should step up propaganda and mobilization. When all regulations have been implemented, in cases of non-compliance, localities should boldly apply strong measures. For public land lots that are still stuck in mechanisms and procedures, departments, branches and units should coordinate smoothly to resolve them, thereby promoting land auctions to increase revenue.
