Revenue from land in Lam Dong province is expected to be substantial in 2025, and the province is working to resolve obstacles to ensure high revenue collection in this sector.

There are still difficulties.

In 2025, the land use fee collection plan for Lam Dong province is 4,250 billion VND. Revenue from land use fees accounts for more than 15% of the province's total budget revenue. In reality, the process of collecting revenue from land has faced many difficulties in the past.

According to the Provincial Department of Finance, there are many reasons for this situation. Among them are the slow implementation of several investment projects using land. The handling of surplus public land and facilities belonging to many projects remains limited.

Some areas are hampered by overlapping planning, making it impossible to change land use purposes. Infrastructure in many resettlement areas is incomplete, so households and individuals are not yet ready to accept resettlement. In some cases, families and individuals are slow to pay land use fees, preventing the State from issuing land use right certificates after the resettlement lottery results are approved.

Another reason for the difficulties in collecting land revenue is the confusion among localities in implementing specific land prices. Regarding this issue, the Vice Chairman of the People's Committee of Quang Phu commune, Ngan Thanh Hai, stated that the locality has faced difficulties in implementation. "The biggest obstacle is the land valuation process at the local level. From authority and procedures to formalities, there is still confusion, leading to very slow land valuation and affecting the progress of investment projects," Mr. Hai said.

According to Lam Dong's finance department, given the existing shortcomings, the estimated revenue from land use fees for the whole year of 2025 across the province is approximately 3,130 billion VND, reaching 73.7% of the projected target. Of this, the Lam Dong coastal area is expected to achieve over 100% of its target. Meanwhile, the Lam Dong flower and forest areas are projected to reach approximately 66-75% of their planned targets.

By the end of July 2025, Lam Dong province had collected 1,845 billion VND in land-related revenue, reaching 40.9% of the plan. Of this, the Lam Dong mountainous region collected 226 billion VND (49.3% of the plan); the Lam Dong flower region collected 1,197 billion VND (41.3% of the plan); and the Lam Dong coastal region collected 421 billion VND (47.3% of the plan).

Proactive solutions

In fact, revenue from land use accounts for a significant proportion of the total budget revenue. This is also a fundamental source for Lam Dong province to supplement its development investment expenditures. Therefore, the province is paying close attention to and directing efforts to resolve obstacles and boost revenue collection.

Currently, the province is addressing the issue, and many localities in Lam Dong have proactively implemented solutions for land collection. According to Huynh Long Quoc, Chairman of the People's Committee of Krong No commune, the immediate priority is to encourage residents to actively convert land use purposes. The locality is strengthening coordination with the local tax authorities to actively support people in the conversion process.

Regarding auction activities, the locality focuses on auctioning public land plots and surplus housing and land facilities. Initially, Krông Nô is focusing on cases of housing and land that do not fall under the category requiring rearrangement or disposal according to regulations.

“For land-use investment projects implemented by various units, the commune is strengthening coordination to expedite the completion of lease projects. As for projects currently underway but facing land acquisition issues, we are directing relevant departments to encourage residents to hand over the land, ensuring the projects' progress,” Mr. Quoc stated.

According to Tran Phuong, Deputy Head of the Lam Dong Provincial Tax Department, the tax authorities are actively implementing various measures to collect land-related taxes. Regarding land leases, the tax agency is focusing on reviewing all land lease contracts and decisions issued by the State. From there, the unit coordinates with the agriculture and environment sector to promptly determine land prices, notify financial obligations, and organize timely collection and payment.

"Regarding land use fees, the tax authorities are focusing on coordinating with local governments to ensure smooth document processing in order to determine financial obligations related to land. In particular, we are paying attention to cases involving changes in land use purposes and the initial recognition of land use right certificates to ensure timely collection," Mr. Phuong stated.

According to Mr. Phuong, the entire tax sector, in coordination with relevant agencies and the valuation council, is currently working urgently to determine land prices for projects in order to notify investors and businesses so they can promptly implement state budget payments.

Regarding land use revenue, at a recent socio -economic assessment conference, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that for resettlement cases, localities should intensify propaganda and persuasion efforts. Once all regulations have been met, if any case fails to comply, localities should boldly apply strong measures. For public land plots still facing procedural obstacles, relevant departments and units should coordinate smoothly to resolve them, thereby promoting land auctions to increase revenue.
