Unblocking green credit sources in Hai Phong

Green credit is one of the important capital channels towards the goal of green growth and sustainable economic development.

The demand for green credit is currently very large, but to effectively tap this source of capital, more synchronous solutions are needed.

Prioritize clean agriculture

Agribank with 3 branches in Hai Phong including: Agribank Hai Phong Branch; Agribank Bac Hai Phong Branch and Agribank Dong Hai Phong Branch always plays a pivotal and key role in the city's financial market in the field of agriculture and rural areas, contributing to the sustainable development of the local agricultural and rural areas. 3 Agribank branches in Hai Phong always maintain a high proportion of outstanding loans for agriculture and rural areas, about 65% of the total outstanding loans of each unit.

Agribank Dong Hai Phong Branch is actively implementing a green credit lending program, including individual customers, to contribute to the development of the local micro-economy. Thanks to a loan to support agricultural and rural development of more than VND 4 billion from Agribank Vam Lang Branch (under Agribank Dong Hai Phong Branch), Mr. Luong Van Diem's ​​family in Hung Thang Commune has successfully transformed their production model. From small-scale, inefficient fish farming, Mr. Diem invested in renovating 15,000 m2 of ponds and lagoons, applying technology and switching to a white-leg shrimp farming model. With two crops per year, if things go smoothly, Mr. Diem's ​​family can earn billions of VND per year.

Mr. Vu Manh Cuong, Director of Agribank Vam Lang Branch (under Agribank Dong Hai Phong Branch) said that in the coming time, the unit will continue to focus on disbursing loans for models implementing the transformation of crop and livestock structures according to the orientation of each locality, with high economic efficiency according to the criteria of green agriculture and organic agriculture.

Unblock to clear

Despite positive results, up to this point, in general, capital flows into green credit at most banks in the city are still very limited. The State Bank of Vietnam, Hai Duong Province Branch (formerly) conducted a survey at several major bank branches in the province on the implementation of green credit. As a result, green credit only accounts for a very small proportion of the total outstanding loans of each bank.

From 2022 to August 2025, VietinBank Hai Duong Branch has only provided short-term capital to 1 enterprise producing biodegradable plastic packaging with a factory located in Nam Sach commune (formerly Nam Sach town, Nam Sach district), with an environmentally friendly business plan. The enterprise's outstanding debt reached 1.1 trillion VND (in 2022) and decreased to 700 million VND (in 2025).

At BIDV Thanh Dong Branch, up to now, no customer has accessed the green credit package. According to Mr. Bui Xuan Nhu, BIDV Thanh Dong Branch, "unavailable" green credit is a common situation nationwide. To unblock this capital flow, first of all, we need to have qualified customers and complete the related legal framework.

From the objective and subjective practical causes, it is necessary for departments, branches, localities and banks to coordinate to solve and orient efforts to improve lending processes and methods, reduce costs to expand credit investment. At the same time, banks implement solutions to shorten loan periods, appraise projects and increase loan limits for customers... to increase farmers' access to capital, bring loans to the right people in need and qualified according to regulations.

Accompanying banks, credit institutions and people, Hai Phong City People's Committee plans to spend about 375 billion VND per year in the period of 2026 - 2030 to support the agriculture and fishery sectors in investing and converting technology, towards more concentrated, large-scale and sustainable commodity production.
