Identifying it as a breakthrough
Improving the investment and business environment is one of the strategic breakthroughs identified by Dak Nong province in the Resolution of the Provincial Party Congress for the 2020-2025 term.
Given this importance, Dak Nong has continuously strived to reform its administrative procedures and improve its investment and business environment over the years.
Immediately after the Provincial Party Congress, the People's Committee of Dak Nong province concretized the resolution with many programs and plans to improve the investment and business environment.
One of the solutions that Dak Nong has consistently implemented to improve its investment and business environment is to reduce investment procedures.
Every year, the People's Committee of Dak Nong province publicly announces the DDCI index. This is a set of indicators that assesses the competitiveness of departments, agencies, and localities.
This index is published to facilitate investment. The relevant departments and the People's Committee of Dak Nong province regularly organize and participate in major events promoting investment, image, and tourism .
According to Tran Dinh Ninh, Director of the Department of Planning and Investment, the awareness and responsibility of Party and government leaders, as well as officials and civil servants, regarding investment attraction have been enhanced.
The coordination between departments and agencies in resolving difficulties and obstacles for businesses has gradually improved. To date, the total time taken to process procedures in the province has decreased significantly compared to before.
“Dak Nong has significantly reduced the time required to process administrative procedures for citizens and businesses. Some effective methods implemented by various units include: the business coffee model; the establishment of task forces to address difficulties for investors; and the ‘no appointment, no writing day’ model,” Mr. Ninh affirmed.
PCI's progress
The Party Committee and government of Dak Nong province have identified improving the investment and business environment as a crucial breakthrough. The locality has intensified its efforts, focusing resources and decisively directing the implementation of policies and guidelines aimed at improving the investment and business environment.
To date, Dak Nong's efforts to improve the investment and business environment have been highly appreciated by the business community. This is reflected in the PCI assessment results in recent years.
In 2020, Dak Nong province's PCI (Provincial Competitiveness Index) achieved and exceeded the set targets for 5 indicators (market entry costs, time costs, informal costs, fair competition, and legal institutions).
In 2021, Dak Nong's PCI index increased by 8 ranks compared to 2020. With this result, Dak Nong ranked 52nd out of 63 provinces and cities nationwide.
By 2022, Dak Nong's PCI index had increased by 14 ranks, from 52nd out of 63 provinces and cities in 2021 to 38th out of 63. Several component indicators achieved high rankings, including: Time Cost (ranked 6th); Transparency (ranked 17th); and Dynamism of the Provincial Government (ranked 23rd).
Most impressively, in 2023, Dak Nong made a strong breakthrough when its provincial PCI index rose to 21st place out of 63 provinces and cities nationwide, an increase of 17 positions compared to 2022. This is the highest result Dak Nong has achieved in the past 20 years.
Dak Nong has four indicators that are higher than the national average (cost of market entry, access to land, transparency, and fair competition).
At the meeting with businesspeople of Dak Nong province, held on October 9, 2024, the Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Dak Nong province, Ho Van Muoi, affirmed that the above results are the product of the high political efforts and determination of the entire Party Committee and government.
"This is due to the decisive and close guidance and management of the government at all levels. It is also thanks to the unity, determination, and concerted efforts of the entire political system, the business community, and the people of Dak Nong province," affirmed Ho Van Muoi, Chairman of the People's Committee of Dak Nong province.
Assessing the investment and business environment in Dak Nong in recent years, Mr. Le Trong Thiet, Director of Nam Hai Construction Co., Ltd., Cu Jut district, said that the investment environment has improved significantly. Administrative procedures and all project information are publicly available and transparent, making it much easier for businesses to access.
Regularly monitoring and sharing activities with businesses is a new development in Dak Nong province's government, something that was rare before. Exchanges between government at all levels and businesses have become more open.
"This is a prerequisite to help businesses be more open and have more opportunities to share difficulties and obstacles, and propose solutions during their operations," Mr. Thiet shared.
Chairman of the Dak Nong Provincial Business Association, Nguyen Tri Ky, emphasized that the investment and business environment has improved significantly. Many solutions have been actively implemented by the government, contributing to creating a favorable investment environment and minimizing procedures and inconveniences for businesses.
"The support policies are more timely. The province understands, shares, and supports businesses in their difficulties and obstacles. This helps businesses in Dak Nong feel more confident in their production and business activities," Mr. Ky commented.
Determined to achieve a breakthrough.
According to Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Dak Nong province, Dak Nong is a young province. The locality is facing many difficulties in terms of human resources, material resources, and infrastructure. These obstacles can only be overcome with continuous efforts in improving the investment environment and supporting businesses.
The province will focus on reforming administrative procedures in attracting investment, making it more favorable for investors. Dak Nong will develop a list of key investment projects and preferential policies to attract domestic and foreign investment.
Dak Nong focuses on infrastructure development, with a particular emphasis on transportation infrastructure, prioritizing investment in the construction and expansion of key transportation routes.
“Dak Nong is focusing its efforts on implementing the Gia Nghia - Chon Thanh expressway project. This is an urgent transportation project of particular importance to Dak Nong province. The locality is accelerating the implementation of the provincial planning to develop all socio-economic sectors in a comprehensive manner,” said Ho Van Muoi, Chairman of the People's Committee of Dak Nong province.
At a meeting with businesspeople held on October 9, 2024, the Chairman of the People's Committee of Dak Nong province, Ho Van Muoi, emphasized that, along with the province's efforts, Dak Nong hopes that in the future, the business community, entrepreneurs, and investors will continue to be open, share, and cooperate with the locality in the development process.
On the part of the Business Association, the Young Entrepreneurs Association continues to employ innovative methods to attract more business members. The Association encourages and motivates entrepreneurs and businesses to leverage their internal strengths to rise and assert their position.

The Resolution of the 12th Congress of the Dak Nong Provincial Party Committee, term 2020-2025, states: “ Strongly improve the investment and business environment, first and foremost by promoting administrative reform; enhance competitiveness, innovate investment attraction, and support businesses; mobilize, manage, and effectively utilize all resources for development .”
