On the afternoon of March 31, Deputy Prime Minister Tran Hong Ha chaired an online meeting of the Steering Committee for National Target Programs giai đoạn 2021-2025 to discuss the implementation status and preparation for the final review of these programs.
At the Dak Nong location, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ton Thi Ngoc Hanh, along with leaders from various departments, agencies, and localities, attended.

According to the Ministry of Finance's report at the meeting, as of March 31, 2025, the disbursed capital for national target programs reached over 4.8 million billion VND, achieving 14.21%. Specifically, the disbursed regular funding amounted to 347,000 billion VND, reaching 1.8%.
To date, the whole country has invested in 2,716 new construction projects and 1,586 maintenance and repair projects. Over 9,368 projects and production development models have been supported and replicated, with over 213,200 households participating. Currently, 6,001 communes nationwide have met the standards for new rural areas, achieving 97.5% of the target set for the entire period.
However, the implementation of national target programs still faces difficulties and obstacles. Some national target programs, especially those for socio-economic development in ethnic minority and mountainous areas, lack sufficient legal basis for implementation.
The progress of construction and the allocation of budget for program implementation are still slow. Some localities have not been truly proactive in reviewing and preparing investment procedures, leading to difficulties in implementation.

At the meeting, leaders of ministries, sectors, and localities expressed difficulties and obstacles in the process of implementing national target programs. Many localities proposed that, after abolishing the district level, large projects should be assigned to the province, and small projects should be allocated to the commune level. The central government needs to provide a more flexible mechanism for transferring funds for national target programs…

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Finance to take the lead in advising and effectively implementing national target programs to ensure their continuous implementation, without being affected or interrupted by mergers and streamlining of the organizational structure.
Local authorities that have been allocated funds by the central government must make decisions, take action, and bear full responsibility. They must avoid the current situation of being overly passive and failing to allocate budget for the implementation of sub-projects.
"Local leaders must organize and implement the plan decisively. There should be a clear assignment of tasks and responsibilities to each official, department, and office so that they can proactively take action immediately. There should be no hesitation or delay," Deputy Prime Minister Tran Hong Ha instructed.
The managing agencies for these three programs must finalize their results before June 30, 2025. Based on these results, lessons learned must be identified and implemented effectively in the next phase.
