Accordingly, comrade Tran Van Dung came to survey the actual operation of the Phong My Commune Public Administration Service Center. This commune was established on the basis of merging Phong My and Gao Giong communes.
Here, he visited officials and civil servants about the situation of receiving and handling administrative procedures for people when operating two-level local government from July 1 to present.
After that, the delegation worked with the Standing Committee of Phong My Commune Party Committee on the operation of the commune's political system. Comrade Vu Nhat Tan, Chairman of Phong My Commune People's Committee, said that the operation of the new Phong My commune was timely and synchronous; the organization and personnel work was tight and in accordance with regulations. The basic facilities met the requirements of the assigned tasks; cadres and civil servants were assured of their work, promptly grasped and were proactive in performing assigned tasks.

After 2 weeks of implementing the 2-level local government, Phong My Commune Public Administration Service Center received 129 records (119 records have been resolved).
The leaders of Phong My commune proposed that the province promptly update and supplement a number of administrative procedures to the list of commune-level administrative procedures, especially in the fields of land and civil status; provide guidance on authorizing the Public Administration Service Center (or the Office of the People's Council and People's Committee of the commune) to certify copies that are true to the original, certify signatures and contracts; allocate the budget (with attention paid to the cost of repairing and renovating facilities and equipment) so that the commune can be proactive in carrying out political tasks in the locality.
At the meeting, comrade Tran Van Dung acknowledged the proactiveness, high concentration and determination of the Standing Committee of Phong My Commune Party Committee in implementing the operation of the two-level local government. In the coming time, comrade Tran Van Dung suggested that the commune should assign specific tasks to each member of the Commune Party Committee Executive Committee, promoting the responsibility of the leader in the work.

At the same time, strengthen the organizational apparatus, pay attention to training and improving the capacity of cadres and civil servants; create high consensus in Party organizations, authorities and unions in performing political tasks; build coordination regulations between units in performing tasks at the local level; avoid interruptions and delays in handling administrative procedures for people and businesses; focus on ensuring local security and defense.
Regarding Party building work, comrade Tran Van Dung requested the Standing Committee of Phong My Commune Party Committee to review and evaluate the tasks of organizing Party organizations to prepare for Party Congresses at all levels; pay attention to recruiting Party members, and promptly prepare draft documents for the Commune Party Congress, focusing on socio -economic development targets, and placing the commune in a new development space.
