Speaking at the working session, the Chairman of the National Assembly emphasized that the Committee on Citizen Petitions and Supervision (the Committee) must become a strategic advisory body, a place for early detection of issues, policy warnings, coordination of supervisory activities, and thorough follow-up on implementation responsibilities. The Chairman of the National Assembly requested a reform of citizen petition work towards a more substantive and responsible approach.
The monthly report on citizens' petitions must be elevated to a higher level, highlighting emerging trends, pressing issues, complex geographical areas, agencies that are slow to resolve problems, and cases that risk becoming hotspots. "Citizens' petitions must show people that the National Assembly is truly listening, truly monitoring, truly supervising, and truly promoting solutions," the Chairman of the National Assembly emphasized.

Regarding voter outreach, the Chairman of the National Assembly requested a more substantive approach, avoiding formality. He emphasized the need to elevate oversight activities to be more incisive, focused, and effective, with post-audits and tangible results. The Committee should advise on how the oversight activities of the National Assembly and its Standing Committee should focus on major issues: institutional bottlenecks, implementation, resource allocation, public service discipline, and the quality of public services. Oversight conclusions must include accountability, implementation deadlines, performance indicators, and reporting mechanisms; ensuring that oversight recommendations are not ignored.
Regarding the two major oversight projects, namely: the Project on strengthening the Party's leadership role in the oversight activities of the National Assembly and People's Councils; and the Project of the Standing Committee of the National Assembly on the key orientations of oversight activities during the National Assembly's term, the Chairman of the National Assembly stated that these should be strategic products for 2026 and for the entire term. Therefore, the Committee must prepare thoroughly with the spirit of oversight aimed at removing bottlenecks, unlocking resources, tightening enforcement discipline, protecting the legitimate rights of the people, and promoting socio-economic development.
The Chairman of the National Assembly also requested the Committee to gradually apply digital technology and artificial intelligence in classifying petitions, detecting recurring issues, identifying pressing social trends, and supporting the selection of monitoring content. Regarding the second monitoring forum, the Chairman of the National Assembly requested the Committee to continue advising and preparing thoroughly to successfully organize the forum, focusing on synthesizing and refining opinions and proposals into specific recommendations with high advisory value for the National Assembly, the Standing Committee of the National Assembly, and the National Assembly leadership.
* Earlier that morning, the Chairman of the National Assembly chaired a working session with the Standing Committee of the National Assembly's Committee on Science, Technology and Environment regarding key tasks for 2026 and the entire 2026-2031 term. Speaking at the meeting, the Chairman emphasized the need for a renewed approach to lawmaking, with a more strategic vision, newer, more creative, and proactive methods. The Chairman requested the completion of the national science and technology, innovation, and digital transformation institutional framework, and the removal of legal bottlenecks.
Emphasizing that the seven draft laws under the purview of the Science, Technology and Environment Committee to be submitted to the National Assembly in the coming period are all important laws, the Chairman of the National Assembly proposed a strong shift from "reviewing documents" to "reviewing policies and providing strategic advice"; at the same time, the Science, Technology and Environment Committee should closely coordinate with the Government in the law-making process, continuing to innovate in thinking and working methods with the ultimate goal of removing legal bottlenecks and creating favorable conditions for people and businesses to develop the country.
