The school's finance department collects money, issues receipts and invoices for each student, and does not assign teachers to directly collect and spend money, and at the same time fully implements financial management regimes according to regulations.
Pursuant to Decision No. 4579/QD-BGDDT dated December 28, 2022 of the Ministry of Education and Training on promulgating technical regulations on data in non-cash payments for tuition fees andeducational service fees, 100% of educational institutions are required to connect with payment systems licensed under the regulations of the State Bank of Vietnam. The payment system of educational institutions must ensure compliance with current regulations and guidelines of the State on data exchange and application of information technology in state agencies. Note the requirements on ensuring network information security, network security and personal data protection.
The Department of Education and Training requires diversifying payment channels, not giving any advantage to any bank or intermediary payment unit. The school creates all conditions for parents and students to have many choices and convenience in paying tuition fees and other educational service fees.
In particular, the Department of Education and Training recommends that schools choose payment service providers with the lowest fees or no fees to introduce to parents and students. Publicize the fees for using cashless payment services in many forms and provide instructions on how to do it on the school's instruction board, monthly collection notices, etc. From there, parents and students can choose according to their needs. In addition, provide full information on banks and payment intermediaries that are participating in the implementation of cashless payment services so that parents and students can feel secure when using them.
In addition, the Department of Education and Training requires the Department of Education and Training of Thu Duc City and districts to implement, disseminate and direct schools to strictly implement documents on revenue and expenditure at the beginning of the school year. Establish inspection teams to inspect the revenue and expenditure situation at the beginning of the school year at educational institutions in districts and affiliated units, promptly correct the situation of collecting illegal fees.
