On May 28th, the Department of Construction of Dong Nai City issued a notice regarding the termination of Decision No. 3414 dated September 21, 2020, of the People's Committee of Dong Nai Province, which approved the detailed planning task at a scale of 1/500 for the social housing residential area in Binh Da Ward, Bien Hoa City, Dong Nai Province (now Tam Hiep Ward, Dong Nai City).

This announcement is based on the decision of the People's Committee of Dong Nai City regarding the repeal of the Decisions approving the investment policy and adjusting the investment policy approval for the social housing project in Binh Da Ward, Bien Hoa City, Dong Nai Province (now Tam Hiep Ward, Dong Nai City) in Decision No. 177 dated May 15, 2026.
Based on the Law on Urban and Rural Planning, since the investment project for the construction of a social housing residential area in Binh Da Ward, Bien Hoa City, Dong Nai Province has been terminated by a decision of the competent authority, the detailed construction planning task at a scale of 1/500 is no longer valid.
Previously, on May 15th, the People's Committee of Dong Nai City issued a decision to revoke the decisions approving the investment policy and adjusting the investment policy approval for the social housing project in Binh Da Ward, Bien Hoa City, Dong Nai Province.
Specifically, Dong Nai City has revoked the decisions approving the investment policy and adjusting the investment policy for the Binh Da residential area project in Binh Da ward, former Bien Hoa City (now Tam Hiep ward, Dong Nai City).
According to the decision, previously, the selection of investors for the project was done through direct appointment, not through auctioning land use rights as stipulated in the 2013 Land Law, which was inconsistent with the land and housing laws at the time of issuance.
This cancellation aims to relaunch the project with the goal of developing social housing, in accordance with current planning and regulations.
Binh Da Housing Development Joint Stock Company (Bidaco) is responsible for carrying out all procedures and tasks related to the Binh Da Residential Area project in accordance with current regulations.

The Binh Da Residential Area project covers approximately 2.3 hectares and was initially developed by Dong Nai Food Industry Corporation (Dofico). In 2011, Dofico partnered with two individuals to establish Binh Da Housing Development Joint Stock Company (Bidaco), with Dofico contributing 22 billion VND, equivalent to 24.4% of the charter capital.
In 2016, the People's Committee of Dong Nai province approved the investment plan for the project and reclaimed the land from Dofico, allocating it to Bidaco for a period of 50 years without auctioning the land use rights. The project's investment plan was subsequently adjusted, increasing the scale from 235 to 325 houses, with the total investment capital rising to over 717 billion VND.
In late 2019, the Ministry of Public Security investigated signs of "transforming public land into private land." The inspection concluded that the allocation of nearly 23,000 m2 of land to Bidaco without auction violated the 2013 Land Law and showed signs of the crime of violating regulations on land management.
In November 2022, the Dong Nai Provincial Police initiated a criminal investigation into violations related to land management at the Binh Da Residential Area project. By August 2024, the Dong Nai Provincial Party Committee's Inspection Committee recommended disciplinary action against several officials and former leaders involved with Dofico, the Department of Transport, and Bien Hoa City for their involvement in the project's irregularities.
