Ho Chi Minh City has just launched its first "digital neighborhood" model in Tan Hung ward. This is the first step for Ho Chi Minh City to realize its goal of building a digital government from the grassroots level, integrating artificial intelligence (AI).
The "Digital Neighborhood" in Tan Hung ward operates quite simply. Residents only need to scan a QR code to connect immediately with an AI chatbot (automated software using Artificial Intelligence) that acts as an online staff member 24/7.

The system also provides a complete list of officials and leaders in charge of each field so that people can proactively contact them.
Mr. Pham Viet Tuan from Tan Hung Ward, Ho Chi Minh City, shared: "Thanks to this, people can directly send information, feedback, or suggestions to the relevant departments, one by one, so that each department can quickly find solutions and implement policies for the people."
Notably, Tan Hung ward developed this model based on local realities. Initially, the ward's Party Committee boldly proposed nine criteria. These criteria will be further refined and supplemented during implementation to perfect the model.

"With this model, we will see a change in the way the government and the people communicate. That is, it will be entirely online. Through this model, people can interact with the People's Committee of the ward, and the ward can interact with the people through an application. In my opinion, this is a new feature, a highlight that solves previous problems in disseminating information to the people and receiving feedback, which previously required a process and many direct forms," said the Vice Chairman of the People's Committee of Tan Hung Ward.
According to the Ho Chi Minh City Center for Digital Transformation, neighborhoods are the closest to the people, making it easy and convenient for both sides to bring public services closer to them through technology.
Currently, Tan Hung ward has piloted the development of neighborhoods 30, 32, 34, 73, and 75 into the first digital neighborhoods. The goal is to complete 100% of the neighborhoods digital by December 30, 2026, moving towards building a digital ward. Although it is only a pilot project, Tan Hung ward's approach has shown that local authorities can proactively lead in digital transformation.
