According to the assessment of the Ministry of Industry and Trade , the increasing demand for electricity is a big challenge for the electricity industry in the context of limited domestic primary energy supply, dependence on imported fuel; the impact of climate change leading to drought, hydroelectric reservoirs lacking water for production; the electricity system is under a lot of pressure to ensure electricity supply.
Recently, at the seminar “Clean energy and solutions to reduce electricity costs for people and businesses”, many experts discussed the issue of using clean energy or solar power. In particular, developing rooftop solar power in businesses, especially in the industrial production sector, helps reduce dependence on fossil fuels, reduce carbon emissions and contribute positively to the goal of net zero emissions by 2050 that Vietnam has committed to.
According to Mr. Ha Dang Son, Director of the Center for Energy and Green Growth Research, since the Government requested a specific mechanism to encourage the development of renewable energy (including rooftop solar power), the internal strength of the electricity industry has made major breakthroughs, creating conditions for renewable energy to develop in Vietnam.
Decree No. 58/2025/ND-CP dated March 3, 2025 of the Government detailing a number of articles of the Electricity Law on the development of electricity from renewable energy and new energy has removed many obstacles, creating an open and favorable environment and policies for businesses to invest in green electricity sources, self-production and self-consumption.
Experts say that rooftop solar power helps the electricity industry reduce pressure on mobilizing expensive power sources, bringing benefits to the entire system and contributing to reducing pressure on electricity prices. In fact, rooftop solar power has become a trend, contributing to green transformation, bringing many benefits to both businesses and people, while also increasing power sources for the national power system.
Although the Party and Government's policies are clear, businesses are still facing difficulties when investing and installing rooftop solar power systems due to the lack of specific regulations; procedures and guidance documents from ministries and branches are not clear and consistent. Businesses that want to install and use rooftop solar power are still stuck with many procedures and licenses... On the other hand, according to many experts and businesses, the biggest problem at present is the regulations on mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power.
At the meeting to hear reports on regulations, mechanisms and policies to encourage the development of rooftop solar power, Deputy Prime Minister Tran Hong Ha emphasized: Encouraging organizations and individuals to invest in rooftop solar power is a consistent policy.
Authorities need to improve laws and policies to support clean energy development in Vietnam; promptly research and improve laws to encourage investment in clean energy and renewable energy development, contributing to removing difficulties, inadequacies and overlaps in related laws, while promoting the effective exploitation of clean energy and renewable energy; need to develop appropriate policies to promote access to green development capital sources from the country and international organizations; encourage domestic and foreign credit institutions to participate in guaranteeing clean energy development investment projects.
