The speech presented by Colonel Pham Tich Thien, Chief Auditor of the Ministry of National Defense Audit at the ceremony reviewed the 30-year tradition of development and growth of the Ministry of National Defense Audit. From the Audit Office under the Finance Department (Ministry of National Defense) until being transferred to the Office of the Ministry of National Defense and reorganized into the Ministry of National Defense Audit, over the past 30 years, the Ministry of National Defense Audit has always actively and proactively researched and provided comprehensive advice to the Central Military Commission and the Minister of National Defense on leadership and direction to strengthen financial discipline and order; proposed to perfect the legal system on auditing, meeting the requirements of financial management in the new situation. The results of the audit work have contributed to ensuring that all financial resources assigned by the Party and State to the Army are strictly managed, used for the right purposes, in accordance with the law, economically, transparently, effectively serving the military, national defense and Army building tasks.

From September 2017 to present, the Ministry of National Defense Audit has conducted internal control system inspections at 19 units and conducted nearly 50 audits. In particular, it has promptly implemented 9 ad hoc audit tasks at the request of the head of the Ministry of National Defense and many thematic audits with a wide scope, requiring very high technical expertise, new and difficult content. Through inspections and audits, errors, limitations and shortcomings in the management and use of public finance and public assets of units have been detected and promptly corrected; pointed out difficulties and inadequacies to advise and propose to the Ministry of National Defense to direct the handling, amendment and supplementation of a number of regulations, ensuring compliance with the law, in accordance with the characteristics of national defense.

With its achievements, the Ministry of National Defense Audit has been awarded many noble awards, including: 1 certificate of merit from the Prime Minister , 3 certificates of merit from the Minister of National Defense, many years of winning the title of Determined to Win Unit and many collectives and individuals have been awarded in many forms. On the occasion of the 30th anniversary of its establishment, the Ministry of National Defense Audit was honored to receive the Third Class Fatherland Protection Medal.

Speaking at the ceremony, Senior Lieutenant General Le Huy Vinh congratulated the achievements of the Ministry of National Defense Audit, and requested that in the coming time, the unit should continue to thoroughly grasp the directives, resolutions, policies, leadership and direction measures of the superiors, promptly concretize and effectively implement them, close to the functions and tasks, meeting the practical requirements. Closely follow the situation of the Army's tasks, the situation of management and use of finance and assets of agencies, units and enterprises; constantly improve the capacity to synthesize, analyze and evaluate financial and asset safety in the entire army; proactively advise the Central Military Commission and the Ministry of National Defense to lead and direct internal audit work; strengthen quality control and maintain professional discipline, ensure honest, objective and comprehensive audit results; actively and effectively participate in the work of preventing and combating corruption and negativity in the Army and in internal audit activities.

Senior Lieutenant General Le Huy Vinh noted that the Ministry of National Defense Audit needs to take care of building a strong and clean Party cell, a comprehensively strong agency that is "exemplary and exemplary"; focus on building a team of cadres with sufficient numbers, strong political will, good moral qualities, a high sense of responsibility, professional qualifications in many fields, promoting a sense of responsibility, public ethics, and creativity in work.

In addition, it is necessary to proactively research and apply achievements in science and technology; actively deploy applications and effectively exploit the results of digital transformation work of the Ministry of National Defense, creating a solid premise for modernizing internal audit work associated with implementing the motto "discipline, transparency, responsibility", and successfully completing assigned tasks.

Senior Lieutenant General Le Huy Vinh hopes and believes that the officers and employees of the Ministry of National Defense Audit will always maintain the tradition of "Absolute loyalty, solidarity, unity, standards, principles, professionalism, and efficiency", successfully complete all assigned tasks, and make worthy contributions to the cause of building and defending the Fatherland in the new era of national development.
