The new North-South high-speed railway section through Ninh Binh province is about 86 km long, passing through 21 communes and wards with 3 stations (Phu Ly, Nam Dinh and Ninh Binh) and 3 maintenance stations (in Binh Son commune, Lien Minh commune and Yen Thang ward).
The total area of land to be recovered is approximately 612.4 hectares, of which 36.47 hectares is residential land; 513.3 hectares is agricultural land; 11.15 hectares is forest land and 51.49 hectares is other land. To ensure site clearance for the project, Ninh Binh province plans to arrange 27 resettlement sites.
Particularly in the old Nam Dinh province, the project passes through 7 communes and wards including: Lien Minh, Yen Cuong, Yen Dong, My Loc, Dong A, Thanh Nam, Truong Thi with a total length of 30.5 km. Currently, the communes and wards are continuing to implement the procedures for adjusting the planning according to regulations.
At the meeting, representatives of departments, branches, consulting units and communes and wards reported specifically on the scope of influence in each locality; the progress of work implementation as well as difficulties and obstacles in the process of implementing the Project.
After listening to the report and inspecting the field, Vice Chairman of the Provincial People's Committee Nguyen Cao Son acknowledged and highly appreciated the preparation and coordination between departments, branches, consulting units and localities in implementing site clearance. He emphasized that doing a good job in compensation and site clearance will speed up the progress of investment in construction of works and projects.
Therefore, he requested that in the coming time, leaders of units and localities continue to implement procedures for site clearance for the project in accordance with regulations; urgently complete site clearance steering committees, support teams, and working groups according to the new administrative units.
At the same time, it is necessary to do a good job of counting, surveying, and determining the location of resettlement areas in accordance with the overall planning of the region and locality, both creating space for development and ensuring that the new resettlement areas have convenient traffic and infrastructure connections for the daily life of people whose land is recovered.
Continue to do a good job of planning and exploiting land funds in the area around the station according to the TOD model (urban development model oriented towards public transport development); study new legal documents and regulations to apply effectively, appropriately and legally. Localities focus on doing a good job of propaganda and mobilization so that people understand, agree, and voluntarily return the land, contributing to speeding up the construction progress of the North-South high-speed railway, creating momentum for socio-economic development of the province.
* For the Ninh Binh-Hai Phong Expressway Construction Investment Project, the section through the old Nam Dinh province has a length of 27.6 km, passing through 10 communes including Nghia Hung, Nam Ninh, Co Le, Ninh Giang, Cat Thanh, Truc Ninh, Quang Hung, Xuan Hong, Xuan Truong, Xuan Giang. The total area for site clearance is about 194 hectares, with 3,844 households affected, the total estimated cost of site clearance is 1,700 billion VND.
According to the report at the meeting, localities have basically completed the site clearance on agricultural land, conducted the inventory, and paid compensation of more than 312 billion VND. In the coming time, localities will continue to work with households to resolve problems related to resettlement; review and determine data and inventory records for rice-growing land; and speed up the handover of residential land.
Concluding the meeting, Mr. Nguyen Cao Son, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, affirmed that the Ninh Binh - Hai Phong expressway section through Ninh Binh province is a national key project and has special significance in implementing the socio-economic development tasks of the locality.
Recognizing the efforts and determination of departments, branches, units and localities in site clearance, the Vice Chairman of the Provincial People's Committee requested that in the coming time, localities where the project passes through should strengthen close contact with the grassroots, actively propagate and mobilize households affected by the project to promptly return the site; localities strive to complete the handover of agricultural land before August 10, 2025, and complete the handover of residential land before September 25, 2025.
For investors, it is necessary to prepare the workforce to receive the site to organize the implementation of the project. Ninh Binh province will provide maximum support to investors within the framework of legal regulations to speed up the project implementation progress. Relevant departments and branches continue to guide and support the communes after the merger to implement compensation and resettlement support in accordance with regulations.
The Vice Chairman of the Provincial People's Committee believes that with the determination of localities and the support of people in site clearance, the projects will be implemented according to the set plan, creating momentum for the socio-economic development of the province.
