Reporting at the inspection session, the representative of Hai Lang district's leadership said that, implementing Resolution No. 35/2017/NQ-HDND dated December 14, 2017 on approving the Project "Master plan for tourism development in Quang Tri province to 2025, with a vision to 2030" (Resolution No. 35); Resolution No. 12/2022/NQ-HDND dated April 15, 2022 of the Provincial People's Council on policies to support tourism development in the province, period 2022 - 2030 (Resolution No. 12) and Plan No. 194/KH-UBND dated October 18, 2022 of the Provincial People's Committee on the implementation of Resolution No. 12, Hai Lang District People's Committee has included the contents of the resolution and plan in the socio-economic development plan and annual work program for deployment and direction of implementation.
Accordingly, for Resolution No. 35, Hai Lang District People's Committee has developed a number of tourism development plans in the district such as: Detailed planning of Tra Loc Eco-tourism Area; Detailed planning of Hai Khe Sea Tourism Service Area. These plans have been approved by the Provincial People's Committee and the District People's Committee and are calling for investment in construction.
Tourist areas and spots such as Tra Loc Eco-tourism Area, La Vang Pilgrimage Center, My Thuy Beach are being exploited and developed, attracting an increasing number of tourists. The district has directed the People's Committee of Hai Hung Commune to prepare a dossier to request the Provincial People's Committee to recognize Tra Loc Eco-tourism Area as a provincial-level community eco-tourism site.
Potential eco-tourism areas and spots such as Choong Waterfall, Chan Hoang Waterfall, Cau Mung Lake - Heo Waterfall, Khe Khe Lake, Tram Lon, Tram Khang, Tren Dam... have been surveyed and included in the planning to call for investment in building infrastructure and developing services to attract tourists. Up to now, the whole district has 25 accommodation establishments with 221 rooms.

In 2023, the number of tourists to Hai Lang district will reach 213,000, with revenue reaching 25 billion VND. In the first 6 months of 2024, the number of tourists visiting the district is estimated at 84,000, with revenue estimated at 10 billion VND. Every year, the tourism industry creates jobs for about 600 workers. Tourists to Hai Lang are mostly from the province and Thua Thien Hue .
Up to now, in Hai Lang district, there are no organizations or enterprises enjoying the policies under Resolution No. 12. In the district, there is Thac Choong Tourist Area, located in Hai Son - Hai Chanh commune, which has been included in the list of potential areas prioritized for tourism planning at a scale of 1/2000 for the period 2022-2030 according to Plan No. 194/KH-UBND dated October 18, 2022 of the Provincial People's Committee.
According to the leaders of Hai Lang district, the district has many potentials and advantages in tourism but still has many difficulties in infrastructure, tourism products, and human resources. Thang Choong tourist area is on the list of potential areas prioritized for tourism planning at a scale of 1/2000 for the period 2022-2030 but has not yet received support for planning.
Faced with that reality, Hai Lang district proposed the Provincial People's Committee to support funding for the establishment of a 1/2000 scale zoning plan for the Chuong Waterfall Tourist Area; survey, promote and call for investment in the Chuong Waterfall Tourist Area. Invest in building infrastructure for tourist areas and spots in Hai Lang district, especially infrastructure in the Tra Loc Eco-tourism Area.
At the meeting, members of the inspection team and representatives of relevant departments and branches exchanged opinions, discussed and suggested ways for Hai Lang district to better develop tourism in the area.

In his concluding remarks, Permanent Vice Chairman of the Provincial People's Council Nguyen Chien Thang highly appreciated the efforts of Hai Lang district in implementing the resolutions of the Provincial People's Council on tourism development. However, the results of implementing the two resolutions have not been high.
To perform better in the coming time, the Standing Vice Chairman of the Provincial People's Council suggested that the district adjust its plans and planning to be consistent with the general planning of the province, closely linked to the current good management work. Strengthen investment calling work, create maximum conditions for investors.
Report and propose the province to support the budget for infrastructure investment and support investors in the process of project implementation.
Connect with neighboring localities to effectively attract investment and develop tourism. Have long-term solutions to attract tourists and effectively exploit the La Vang Pilgrimage Center.
Along with that, relevant departments and branches need to actively coordinate and support Hai Lang district to effectively implement the resolutions. Research and advise the Provincial People's Committee to issue an effective and practical implementation plan.
