On the afternoon of October 2, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai - Head of the Steering Committee on innovation in law making and enforcement - chaired a meeting to deploy the decision on establishment, working regulations and work plan for 2025. The meeting agreed on many key solutions to improve the quality of document making, review the legal system, promote policy communication, contributing to the effective implementation of Resolution No. 66-NQ/TW of the Politburo.

The meeting approved the Decision of the Provincial Party Standing Committee to establish the Steering Committee on innovation in law making and enforcement; Regulations of the Provincial Party Standing Committee on functions, tasks, powers, working regime, and working relations of the Steering Committee on innovation in law making and enforcement. At the same time, approved the Decision of the Head of the Steering Committee to promulgate the Working Regulations and assign tasks and powers to members of the Steering Committee, establish the Working Group and the 2025 Work Plan of the Steering Committee; Notice of the Head of the Working Group assigning tasks to the Working Group.

At the meeting, delegates discussed and gave their opinions on a number of key tasks and solutions to implement the tasks of the Steering Committee in the coming time. In particular, focusing on improving the quality of legal document drafting; continuing to review and handle legal documents issued by Ca Mau province (old) and Bac Lieu province (old) in accordance with regulations and actual situation.

In addition, delegates said that it is necessary to diversify forms of policy communication, strengthen the dissemination and propaganda of newly issued legal documents; assign tasks and specific time plans for implementation, avoid delays, especially in perfecting the legal system to remove difficulties and obstacles caused by legal regulations when implementing the 2-level local government model.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai, Head of the Steering Committee on innovation in law making and enforcement, requested the members of the Steering Committee and the Working Group to proactively and focused on directing the implementation of the Steering Committee's work plan in 2025, based on their assigned tasks and powers. The focus is to continue reviewing, issuing new ones or issuing amendments and supplements to legal documents, contributing to perfecting institutions and policies in all fields; developing plans to inspect the performance of tasks at all levels and sectors, especially in the performance of tasks and powers according to decentralization when organizing 2-level local governments.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai directed that, during the implementation process, if there are any difficulties or problems, promptly report and propose to the Head of the Steering Committee for consideration and direction on the implementation of each specific content, in order to effectively implement Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo , creating a breakthrough in law making and enforcement. Thereby, contributing to promoting socio-economic development, ensuring national defense and security in the province, meeting the requirements of national development in the new era.
