Standing Vice Chairman of the Provincial People's Committee Phan Van Dang has just inspected the actual situation and worked on infrastructure investment for the land to build Ha Huy Tap Secondary School related to the Phan Thiet Fishing Port Residential Area Project, Phan Thiet City.
On July 20, 2005, the Provincial People's Committee issued Decision No. 2713 on land recovery and allocation to Vietnam Seafood Construction Joint Stock Company (VSC) to build a seafood processing area south of Phan Thiet Fishing Port. Accordingly, the Provincial People's Committee recovered 239,817.0 m2 of coastal land with other purposes managed by the People's Committees of Duc Thang, Duc Long, and Lac Dao wards and assigned it to VSC Company to build a seafood processing area south of Phan Thiet Fishing Port.
On July 20, 2010, the Provincial People's Committee issued Decision No. 1594 on the recovery of 11,797.4 m2 of cleared land managed by VSC Company and allocated land to build Lac Dao Secondary School in Duc Long Ward (later Ha Huy Tap Secondary School) according to the approved project. On November 6, 2014, the Provincial People's Committee issued an investment certificate for the Phan Thiet Fishing Port Residential Area Project in Duc Long Ward to VSC Company as the project investor. Subsequently, the Provincial People's Committee issued Decision No. 44 dated January 7, 2015 on the handling of the land area currently in use by Ha Huy Tap Secondary School; agreeing that the actual land use area of Ha Huy Tap Secondary School is 11,470 m2.
Reporting at the meeting, VSC Company said that for the infrastructure of the Phan Thiet Fishing Port Residential Area Project and the infrastructure of Ha Huy Tap Secondary School, the company has invested in building a sea dyke to protect the area, leveling the ground and building technical infrastructure in accordance with the 1/500 detailed planning, approved by the Provincial People's Committee in sync with the surrounding area and basically completed since 2018.
After the project was completed, the company prepared a settlement volume for the infrastructure investment costs of Ha Huy Tap Secondary School and sent it to the Provincial People's Committee. Up to now, the company has fully fulfilled its financial obligations for the Phan Thiet Fishing Port Residential Area Project and has been granted a Land Use Rights Certificate, but the appraisal of the infrastructure investment costs of Ha Huy Tap Secondary School has not yet been approved for refund to the company. Currently, due to the difficult business situation, the company proposes that the Provincial People's Committee consider supporting and providing guidance for the enterprise to settle the infrastructure investment costs for the land to build Ha Huy Tap Secondary School so that the company can soon receive the invested costs.
At the meeting, leaders of relevant departments, branches and localities discussed and clarified a number of issues regarding infrastructure investment in the land for the construction of Ha Huy Tap Secondary School related to the Phan Thiet Fishing Port Residential Area project. At the same time, they proposed solutions to ensure that the Phan Thiet Fishing Port Residential Area project can soon be put into operation.
Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Phan Van Dang requested VSC Company to urgently complete the necessary procedures to soon put the Phan Thiet Fishing Port Residential Area Project into operation; the Department of Construction supports the company in completing the necessary procedures to complete the project. The Provincial People's Committee also assigned the Department of Finance to advise on the settlement plan for the Phan Thiet Fishing Port Residential Area Project to have a basis for resolving issues related to infrastructure investment costs of Ha Huy Tap Secondary School.
