According to the report at the inspection, in the first 8 months of 2025, import and export activities of goods through border gates, dedicated roads, and customs clearance routes in the province continued to be maintained stably and smoothly, with customs clearance efficiency always at a high level.
At Huu Nghi International Border Gate, the total number of vehicles carrying import and export goods cleared through customs in the first 8 months of the year reached 172,464 vehicles, an increase of 16% over the same period in 2024. The total import and export turnover of all types through Huu Nghi International Border Gate in the first 8 months of 2025 reached 35.38 billion USD, an increase of 9% over the same period in 2024.
Regarding the implementation of Decree No. 167 (Decree 167) dated June 30, 2025 of the Government amending and supplementing a number of articles of Decree No. 08 dated January 21, 2015 of the Government detailing and providing measures for implementing the Customs Law on customs procedures, inspection, supervision and control (effective from August 15, 2025), Regarding the procedure of "opening declaration of exit and entry vehicles" after 2 days of implementation (August 15 and 16), basically import and export activities through border gates were still maintained, the total number of vehicles carrying export and import goods cleared through customs reached 3,302 vehicles. (of which 737 vehicles were exported; 2,565 vehicles were imported) .
In addition to the achieved results, the import and export of goods through border gates still has some difficulties and problems, especially related to the implementation of Decree No. 167 such as: the declaration process is still manual, there is no automatic declaration, management, monitoring and control system; receiving declarations is difficult due to language differences; the software system is not stable, errors often occur; there is no remote declaration system (declaration portal) for vehicle declarants; collecting customs fees by stamping is done manually, not convenient for customs agencies and businesses...
During the inspection, representatives of a number of departments, branches, functional forces, and businesses operating ports and yards at the border gate area focused on discussing and evaluating the results achieved in the import and export of goods in the first 8 months of 2025 and the implementation of Decree 167. At the same time, they clarified difficulties and obstacles and proposed solutions to further improve the efficiency of import and export of goods through border gates in the coming time.
Concluding the inspection, the Vice Chairman of the Provincial People's Committee acknowledged the efforts of the functional forces at the border gate in maintaining stable import-export activities and implementing Decree 167. He also pointed out the limitations and difficulties in coordinating the implementation of Decree 167 such as: propaganda and guidance were not timely; the application was not really flexible, unified, and suitable to the management practice...
Regarding the tasks in the coming time, he requested the Customs Sub-Department of Region VI to direct its subordinate units to coordinate with other forces to continue to do a good job of propaganda, guidance and implementation of Decree 167 so that businesses can understand and agree, share and implement; review and arrange declaration locations for businesses to ensure suitability; continue to review and flexibly apply declaration forms according to new regulations to ensure convenience in customs clearance of goods for businesses and requirements of state management.
