Ministry of Culture, Sports and Tourism guides the organization of Sports Congresses at all levels after the merger

Pursuant to Official Dispatch No. 2324/BVHTTDL-TDTTVN dated May 26, 2025 of the Ministry of Culture, Sports and Tourism on guiding the adjustment of the plan to organize Sports Congresses at all levels; Decision No. 2676/QD-BVHTTDL dated July 31, 2025 of the Ministry of Culture, Sports and Tourism on approving the Project to organize the 10th National Sports Congress in 2026 and proposals and recommendations of localities on the organization of Sports Congresses at all levels.

In order for the organization of Sports Congresses at all levels to be carried out effectively, achieving the goals and requirements set out in the issued guidelines, the Ministry of Culture, Sports and Tourism continues to guide the organization of Sports Congresses at all levels after the merger.

Instructions for adjusting the plan to organize Sports Festivals at all levels
The Ministry of Culture, Sports and Tourism guides the organization of Sports Congresses at all levels towards the 10th National Sports Congress in 2026.

In particular, the Departments of Culture, Sports and Tourism of provinces and centrally-run cities shall review the issued directives and instructions on the organization of Sports Congresses at all levels, compile statistics on units that have completed organizing the Commune-level Sports Congresses before the merger; advise the Provincial People's Committee to complete the Steering Committee and Organizing Committee of the Congress and issue documents adjusting the plan, instructions and regulations for organizing Sports Congresses at all levels in accordance with the actual situation and instructions of the Central Government.

For the Commune-level Sports Festival, depending on the actual situation, material and professional conditions of each locality, the Department of Culture and Society will choose the most suitable option for its locality, advise the Commune-level People's Committee to report to the Department of Culture, Sports and Tourism, and the Provincial Department of Culture, Sports and Tourism can organize the Opening Ceremony of the Festival and organize competitions in the sports or only organize competitions in the sports in the Commune-level Sports Festival.

For units after the merger, if more than 50% of communes, wards and towns have completed the commune-level Sports Congress before the merger, they will not have to organize the commune-level Sports Congress (counted as having organized the commune-level Sports Congress); if 50% or less of communes, wards and towns have completed the commune-level Sports Congress before the merger, they will have to organize the commune-level Sports Congress (not counted as having organized the commune-level Sports Congress).

The time to organize the Commune-level Sports Congress ends before June 30, 2026.

For the Provincial and Municipal Sports Festivals, the Department of Culture, Sports and Tourism of the provinces/cities will advise on the most suitable plan to successfully organize the Provincial Sports Festival.

The selection of focal units to participate in the Provincial Sports Congress is decided by the locality: It can be communes, wards, special zones and some departments and branches of the province/city or it can establish clusters of communes, wards, special zones from 3 or more commune-level units, including commune-level units currently assigned to manage and use facilities of the old district-level Cultural, Information and Sports Center; in the cluster of communes, wards, special zones, it is possible to organize competitions in a number of sports to select athletes, sports teams or based on the achievements of athletes, sports teams of communes, wards, special zones in the cluster to select athletes, sports teams or it is possible to send a commune-level unit in the cluster to represent the cluster to participate in the Provincial Sports Congress. The time to organize the Provincial Sports Congress ends before September 15, 2026.

The Ministry of Culture, Sports and Tourism requests the Department of Culture, Sports and Tourism of provinces and centrally run cities to closely follow the actual situation of the locality and the directives and instructions of the Central and local governments, advise the People's Committees at the provincial level to decide on the scale, quantity, content of sports competitions, time and venue to successfully organize the Sports Festival at all levels of their localities.
