In recent times, ministries, branches and localities have focused on organizing and implementing tasks and solutions to combat IUU fishing and achieved some results. Currently, the country has over 18,000 fishing vessels with a length of 15m or more installed with voyage monitoring equipment, accounting for about 99%. The number of fishing vessels violating the voyage monitoring system regulations has decreased compared to the same period in 2024. As of June 30, 2025, over 3,000 vessels with a length of 24m or more were disconnected from the monitoring system for over 6 hours, a decrease of 5,800 vessels compared to the same period last year.
The number of fishing vessels and fishermen detained and handled by foreign countries decreased by 20 vessels and 129 fishermen compared to the same period. The Ministry of National Defense directed units to continue maintaining 29 vessels in the sea areas bordering countries in the region to prevent and handle fishing vessels violating regulations. The Ministry of Agriculture and Environment recommended that the Government direct ministries, branches and localities to seriously rectify, concentrate resources, clearly define the responsibilities of each agency, functional force and individual to thoroughly resolve existing limitations. Ensure to prevent and thoroughly reduce violations from now until August 30, 2025 to update and report progress to the European Commission.
Deputy Prime Minister Tran Hong Ha emphasized that ministries, branches and localities need to tighten activities against IUU fishing. Strictly and thoroughly handle violations that affect the country's efforts to remove the "Yellow Card" warning. Urgently investigate, collect records, documents and evidence to criminally handle organizations and individuals who seriously violate IUU fishing according to the provisions of law. Functional forces organize a peak period of patrolling, controlling and handling "3 no" fishing vessels. Continue to arrange peak periods and regularly maintain functional forces at sea in sea areas bordering foreign countries to protect fishermen operating in accordance with regulations and promptly prevent fishing vessels from violating illegal fishing.
