Creating a foundation for growth in border areas

In the midland and mountainous areas of the North, currently only less than 5% of start-up businesses are able to maintain operations. Therefore, to develop mountainous businesses, especially small and medium-sized enterprises, a favorable business environment is needed along with financial support packages and appropriate market access.

The “shortest way” to bridge the gap

Recently, within the framework of the Private Economic Forum 2025, a local dialogue program of the Northeastern mountainous region took place, attracting more than 100 young entrepreneurs from Cao Bang, Tuyen Quang, Lang Son provinces and partners in Hanoi and Quang Ninh to participate.

This is part of the three-round chain of the Vietnam Private Economic Forum, including local, ministerial/industry and high-level levels. With the aim of creating a direct bridge between business practices and policy making, the participating business community has the opportunity to reflect on difficulties and propose practical policies. At this forum, young entrepreneurs from the above provinces and cities contributed to portraying a panoramic picture of the aspirations for innovation and development of the mountainous private economic sector.

Mr. Nguyen Van Nam, member of the Presidium of the Central Committee of the Vietnam Young Entrepreneurs Association, affirmed that the main content of this special forum aims to promote the implementation of four strategic resolutions of the Central Committee, including: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law making and enforcement; Resolution No. 68-NQ/TW on private economic development.

Accordingly, digital transformation is the “shortest way” for localities to shorten the development gap. Resolution No. 57-NQ/TW has been concretized through the application of technology to trace the origin of local products such as vermicelli, green pumpkin tea or putting agricultural products on e-commerce platforms. Or Resolution No. 59-NQ/TW on international integration also helps local enterprises gradually access the global value chain. Regional investment promotion activities and specialized fairs are considered effective bridges for small enterprises to catch up with large markets.

Arousing the desire for innovation, opening the way for integration

Regarding private economic development, Mr. Nguyen Van Nam emphasized that the most important key point is still Resolution No. 68-NQ/TW - the "heart" of the four important Resolutions of the Central Committee. Therefore, from the Central to the local level, it is necessary to specify support policies with action plans, clearly allocate resources, and avoid letting policies be "buried" under layers and layers of procedures.

From a practical perspective, Mr. Dam Van Tien, Vice President of the Cao Bang Young Entrepreneurs Association, shared that with the geographical characteristics of the mountainous border area, the biggest bottleneck is the majority of small and medium enterprises. Due to limited financial resources and fragmented production capacity, these enterprises cannot participate in domestic and international value chains. Meanwhile, the province lacks leading enterprises capable of leading the development of the business community. In addition, the logistics system and digital infrastructure in border areas and border areas still have many shortcomings, reducing competitiveness.

“Resolution No. 68-NQ/TW is expected to inspire confidence in the private economic sector, but without specific, synchronous and unified actions from all levels, sectors and localities, the advantages will be lost.

Citing the example of local businesses being “encroached upon” by large corporations - the units that are tasked with leading national innovation, Mr. Do Van Dinh, Vice Chairman of the Tuyen Quang Province Young Entrepreneurs Association, raised the issue that to develop startups in mountainous areas, it is necessary to restore fairness in policy implementation. According to Mr. Do Van Dinh, Resolution No. 57-NQ/TW sets ambitious goals, but to develop startups in mountainous areas, there needs to be a favorable development environment, more testing grounds, financial support and market access opportunities. The key to promoting growth is to synchronously deploy three important factors, including: appropriate policies, strong infrastructure and confidence in the business environment.

In general, socio-economic development in the midland and mountainous areas of the North is still differentiated between sectors and localities. Developing a strong business team is the solution to eliminate challenges in sustainable development, especially environmental protection and narrowing the development gap between localities.

The midland and mountainous region of the North is one of the most potential areas in the country, with a diverse cultural and ecological ecosystem, endemic resources such as Shan Tuyet tea, Seng Cu rice, mint honey, precious medicinal herbs, brocade products, traditional handicrafts... To optimize these advantages, e-commerce is the strong "connecting thread" between regions.
