Strengthening the state apparatus

This morning, April 6th, the 16th National Assembly opened its first session in the Dien Hong Hall of the National Assembly building. The session not only aims to consolidate the apparatus but also to decide on crucial national issues, creating momentum and confidence for the new term.

At the meeting of the Standing Committee of the National Assembly Party Committee with leaders of the Party groups of the National Assembly delegations of provinces and centrally -administered cities on the morning of April 5, National Assembly Chairman Tran Thanh Man said that the first session would consider and decide on many very important issues.

During this session, the National Assembly will consider and decide on the organization of high-level personnel in the state apparatus, review and approve eight draft laws and one normative resolution, and decide on major national plans for socio-economic development, national defense and security, national finance, public investment, and public debt repayment for the next five years.

Prior to the session, the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, emphasized that the first session is considered a particularly important milestone, not only marking the beginning of the term but also laying the foundation for all of the National Assembly's activities over the next five years. The biggest focus of the session is to consolidate the state apparatus, ensuring its smooth, effective, and efficient operation right from the start of the term.

During the first 2.5 working days, the National Assembly is expected to elect and approve 39 high-ranking leaders; elect the President, the Prime Minister, the Chairman of the National Assembly, the Vice President, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy. Simultaneously, it will decide on the structure and number of members of the Government; approve the proposed appointments of Supreme People's Court judges; approve the appointments of Deputy Prime Ministers, ministers, and other members of the Government; and approve the list of Vice Chairmen and members of the National Defense and Security Council... After being elected by the National Assembly, the President, the Prime Minister, the Chairman of the National Assembly, and the Chief Justice of the Supreme People's Court will take the oath of office before the National Assembly.

According to Deputy Head of the National Assembly Office Nguyen Van Hien, the new and different aspect of the first session of the 16th National Assembly compared to previous sessions is that it took place earlier, aiming to help the state apparatus operate continuously and promptly after personnel changes were finalized.

In previous terms, the first session mainly focused on consolidating the personnel structure, while this session will comprehensively consolidate all functions: stabilizing the personnel structure, legislative work, deciding on important socio-economic and financial issues, and exercising supreme oversight. At the same time, the National Assembly is also focusing on promoting digital transformation, with most processes using electronic documents instead of paper copies.

Key policy decisions for double-digit growth.

In addition, many pressing social issues of particular concern to voters, such as employment, housing prices, food safety, and gold prices, will be included on the agenda. The National Assembly is expected to pass resolutions on the five-year socio-economic development plan (2026-2030), the national financial plan, the public borrowing and debt repayment plan, and the medium-term public investment plan for the period 2026-2030…

According to Ms. Pham Thi Hong Yen, a full-time member of the National Assembly's Economic and Financial Committee, these are particularly important decisions, concretizing the Resolution of the 14th National Party Congress and the Conclusion of the 2nd Plenum of the 14th Central Committee on the economic development plan, creating a legal basis to strive for an average GDP growth rate of 10% or more; aiming to become a developing country with modern industry, high income, and among the top 30 economies in the world in terms of GDP size. These resolutions also serve as the basis for the National Assembly to exercise supreme oversight throughout the 2026-2030 period.

Against the backdrop of an unpredictable global landscape in early 2026, the National Assembly will work alongside the Government to develop scenarios impacting growth, ensuring macroeconomic stability and social welfare, along with mid-term assessments to promptly adjust targets in the event of significant fluctuations. Simultaneously, a comprehensive approach will be implemented to address breakthrough solutions. In 2026, a thorough review of the entire legal system will be conducted, including amendments to the Land Law and planning documents to ensure consistency and nationwide application of effective local mechanisms…

The first session took place from April 6th, and is scheduled to conclude on April 23rd. The total working time is 11 days, divided into two phases (phase 1 from April 6th to 12th; phase 2 from April 20th to 23rd; April 24th and 25th are reserved as contingency days).

Prior to the opening ceremony on the morning of April 6th, leaders of the Party, State, Vietnam Fatherland Front, and National Assembly delegates laid wreaths and paid respects at the Mausoleum of President Ho Chi Minh. Representatives of the National Assembly delegations also laid wreaths at the Monument to the Heroes and Martyrs.
