After its establishment, Kim Bang ward had a natural area of 15.22 km2; a population of nearly 23,000 people, geographically located in the political and administrative center of Kim Bang town, Ha Nam province (old). With the advantage of synchronous infrastructure, Kim Bang ward has been more convenient in stabilizing the organizational structure, arranging working headquarters, putting the grassroots government into smooth operation, without interrupting the work of serving people and businesses due to the arrangement of administrative units.
Identifying a new development model is an opportunity but also poses many challenges in management, operation, resource allocation and building people's trust, the leadership and direction of the Party Committee; the management and operation of the Kim Bang ward government are focused on innovation in a focused and key direction, ensuring "clear people, clear work, clear time, clear responsibility, clear results". The arrangement of cadres and civil servants is carried out urgently, actively ensuring the capacity to operate the 2-level local government model. Accelerate the implementation of the administrative reform program, build e-government and provide online public services. The focus is on modernizing the administration, promoting the application of information technology in management, operation, and handling administrative procedures associated with implementing the model of "friendly government, serving the people".
In the economic field, industrial production - small-scale industry is the growth engine of the old localities of Kim Bang ward before the merger. In the ward, there is Bien Hoa industrial cluster, Quyet Thanh pottery craft village, Dien Xa craft village, attracting 22 enterprises operating in the industrial field and nearly 500 households developing small-scale industry, helping to create jobs and stable income for thousands of rural workers in the locality and neighboring areas.
Agricultural production focuses on investment and development towards green agriculture and food safety; actively absorbs and applies scientific and technical advances in cultivation, animal husbandry, and changes the crop structure on rice fields associated with clean agricultural production, focusing on mechanization in production stages, many effective production models are deployed and replicated. The production value of 1 hectare of cultivated land by 2025 will reach 125 million VND. Being an area adjacent to Tam Chuc National Tourist Area, Kim Bang Ward has focused on upgrading and investing in infrastructure of tourist attractions, historical sites, and scenic spots such as Ba Danh Pagoda and Ngoc Mountain to attract visitors, contributing to increasing the attractiveness of the province's tourism industry.
Towards a green, modern service and tourism city
After the merger, Kim Bang ward is entering a new development phase with a larger space, not only geographically but also with many potentials being opened up. Facing the new development opportunity, Kim Bang sets a goal to strive by 2030 to build Kim Bang ward into a civilized, modern, and sustainably developed urban area, associated with expanding public space, developing trees, and building a "bright - green - clean - beautiful" living environment.
Some important targets to strive to achieve by 2030 include: Total budget revenue reaching 122 billion VND; Industrial and handicraft production value reaching 976.73 billion VND, an average increase of 8%/year; Average income per capita reaching 110 million VND/person/year; Forming 01-02 new urban areas with modern and civilized technical infrastructure...
Comrade Pham Dai Vuong, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Kim Bang Ward, said that to achieve the set goals, the Party Committee of the ward has identified two breakthrough solutions in the 5-year period of 2025 - 2030, which are to focus on building and completing synchronous infrastructure, creating momentum to attract investment, develop urban areas, services, and industry. Promote administrative reform, apply science and technology, digital transformation; improve the quality of staff to meet the requirements in the new situation.
The immediate key task is to focus on leading the development of private enterprises; developing small-scale industries and handicrafts, promoting the development of craft villages and craft villages in the ward in the direction of maximizing the potential and specific advantages of the locality, combining tourism and service development with heritage conservation, promoting cultural values and traditional craft villages. Developing trade services in a sustainable and environmentally friendly manner. Focusing on site clearance for urban and transport infrastructure investment projects in the area, in which site clearance for two key transport projects is resolutely carried out, namely route N5, the parallel route of Ring Road 5 and the Kim Bang 4 Industrial Park project.
The successful organization of the first Party Congress of the ward is an important political event, marking a new development step of the locality after the merger, creating a premise for Kim Bang ward to promote its potential and advantages, and rise to become a civilized and modern urban area.
Currently, the ward is focusing on urban beautification, urban order management, environmental sanitation, accelerating the construction progress of urban and housing projects being implemented to bring about a new, green, clean, beautiful and modern urban appearance, opening up opportunities for tourism service development in the future, commensurate with the potential advantages of the locality as well as the expectations and trust of the people.
