75 years ago, on October 15, 1949, President Ho Chi Minh wrote the work "Civil Affairs" published in Truth newspaper No. 120.

The work is considered the platform and guideline for mass mobilization work of our Party.

75 years have passed, but President Ho Chi Minh's work "Mass Mobilization" still retains its value, has profound topicality, and is the basis and theoretical foundation for the Party and State to build and organize the implementation of policies and guidelines on mass mobilization work, and on promoting the strength of the great national unity bloc.
