
Support farmers to stick with the fields
According to statistics from the provincial Department of Cultivation and Plant Protection, this winter-spring crop, Hai Duong has 2,408 households in 10 out of 12 districts, towns and cities leaving 128.8 hectares of fields unplanted (left fallow). Kinh Mon town and Nam Sach district have no fallow fields.
In previous years, the situation of abandoned fields in the two localities above still occurred, with Nam Sach district alone having 40-100 hectares/year. To eliminate abandoned fields, Kinh Mon town and Nam Sach district have implemented many solutions to support and encourage farmers to produce.
Head of the Department of Agriculture and Environment of Nam Sach District, Mac Van Tuan, said that since 2022, the district has supported farmers to buy rice seeds at the rate of 36,000 VND/sao/crop and rent rice transplanters at the rate of 135,000 VND/sao/crop. The above support policy is still being maintained but there have been some changes.
This winter-spring crop, for the first time, the People's Committee of Nam Sach district supported farmers with funds to buy biological fertilizers to apply to 50 hectares of production land, focusing on areas with poor soil and ineffective farming.
Since the 2023 crop season, Nam Sach district has signed a contract with the Central Pest and Insect Control Company to maintain rat extermination with biological pesticides. As a result, the problem of rats destroying rice and vegetables has been prevented, and the fields in this district are basically no longer covered with plastic.
To encourage farmers to stick with their fields, from 2017 to now, the People's Committee of Kinh Mon town has always allocated a significant amount of funding to support farmers in communes and wards to maintain the growing area and preserve the Kinh Mon garlic brand (each year supporting from 70 - 150 hectares). From 2020 to now, the town has supported farmers to buy organic fertilizer at the rate of 60,000 VND/sao to maintain the production area of golden sticky rice (each year supporting from 400 - 500 hectares).
"We prioritize supporting organic fertilizers for rice fields and low-lying fields. The purpose of this is to remove acidity and saltiness, prevent yellow leaves, clogged roots, and rotten stems when planting rice, save costs, increase productivity, and indirectly help people not abandon their fields," said Nguyen Van Hoan, Head of the Department of Agriculture and Environment of Kinh Mon town.
The internal traffic and irrigation systems in Kinh Mon and Nam Sach have received investment in renovation and upgrading. The rate of land plowed by machines in Nam Sach is 100%, in Kinh Mon it is 98%. The area of fields planted and sprayed with pesticides by machines is increasing...
Expanding the area of high-quality rice cultivation and diversifying crops to increase production value for farmers is also one of the solutions for the two localities to eliminate fallow fields. In the winter crop every year, Nam Sach and Kinh Mon are the two localities leading the province in terms of onion and garlic acreage.

Kinh Mon town mobilizes farmers to improve and make the most of agricultural land areas in riverside alluvial plains and interspersed fields to develop areas for growing oranges, guavas, green-skinned grapefruit, cassava, and dragon fruit. Nam Sach district also takes advantage of these areas to build areas for growing carrots, watermelons, cantaloupes, hybrid corn, and herbs.
Not only supporting production, the two localities also pay attention to linking and consuming agricultural products for farmers. Many agricultural products are invested in and developed into OCOP products, expanding the consumption market...
Exemplary Party Member

The local Party committees and authorities in Kinh Mon and Nam Sach also actively promoted and mobilized organizations to borrow farmers' fallow land for production. Many Party members promoted the exemplary pioneering spirit and took the lead in receiving fallow land.
Before 2023, Hong Phong commune (Nam Sach) was one of the localities with many abandoned rice fields. Mr. Do Trung Thanh, Party Cell Secretary, Head of Van Tai Dong village, Director of Hong Phong Commune Agricultural Service Cooperative (Nam Sach) received 5 hectares of low-lying rice fields, far from residential areas, with difficult traffic to convert into large-scale rice fields.
"I have invested money to rent a leveling machine to make the field flat and easy to drain water. I use biological fertilizers to improve the soil. Last winter-spring rice crop, I harvested nearly 30 tons of rice. This crop, the rice yield is expected to be even higher," said Mr. Thanh.

Exemplary party members take the lead, and union members and union members actively follow suit. In Van Tai Dong village, Mr. Nguyen Vu Luyen took over 1.4 acres of abandoned fields to renovate and grow morning glory, melons, and cucumbers, earning an average profit of 4-5 million VND per crop per acre.
Many party members who are farmers in Kinh Mon actively participate in developing the greenhouse model. Mr. Doan Van Khang in Duan Khe residential area, Long Xuyen ward has more than 2,000 m2 of greenhouse. Previously, he grew rice on this area, but because the field was low and close to the village, rats damaged it, and the yield was not high. "Since 2017, I have switched to greenhouses, and the efficiency has increased significantly. Every year, I grow 4 crops of melons and cucumbers, when the price is good, I earn a profit of 28 - 30 million VND/sao/crop, when the price is low, I still earn a profit of 15 million VND/sao/crop," Mr. Khang added.
Up to now, Kinh Mon has built about 6 hectares of greenhouses to grow melons and cucumbers, concentrated in communes and wards such as Long Xuyen, Hien Thanh, That Hung, An Sinh, and Bach Dang.
