The 13th National Party Congress identified green transformation and digital transformation as the two most important transformations for Vietnam to become a developed country with high income, strength, prosperity and happiness by 2045. But to be green, it must be digital. Therefore, comprehensive digitalization will be the foundation of a fast-growing, sustainable, inclusive and resilient economy.

Digital transformation is a rapid development because the digital economy grows 3-4 times faster than GDP growth. Digital transformation is a sustainable development because it consumes few resources and generates new resources, which are data. Digital transformation increases the resilience of the economy because the digital environment has no distance or contact. Digital transformation is an inclusive development because anyone, anywhere, with a mobile signal and a smartphone, can access all digital services and will not be left behind.

Digital technology will become the basic productive force, digital talent will become the basic resource, and digital innovation will become the basic driving force for development.

We have gone half way through the 13th Term. Awareness of digital transformation has reached all levels of government and people. Digital institutions have been basically completed, many laws, decrees, and national strategies on digital transformation have been issued. Telecommunications infrastructure and data infrastructure have been considered essential national infrastructure and are receiving special attention for development. National databases have been invested in and effectively promoted. Cyber safety and security are considered necessary conditions for digital transformation. Digital training, including digital universities, digital vocational colleges, and online digital skills training for people, is the solution for Vietnam's digital human resources. The remaining 6 months of this year, the remaining 2 and a half years of this Term, are to focus on digital transformation to create practical values for people, businesses, and government systems at all levels.

In the past, resources constrained decisions. Now decisions create resources. So new insights that lead to new decisions are the number one factor.

Each country's digital transformation must follow its own path, appropriate to its own context. The national digital transformation report sent to you today can be considered an initial outline of Vietnam's digital transformation path.

Digital transformation is universal . To develop quickly and sustainably, we must go both ways: one is to quickly popularize the basics through nationwide shared digital platforms; the other is to quickly move towards the new through a number of locomotives. From the new things that have been successfully deployed by the locomotives, they will quickly turn into the basics for popularization. This is an important task of State management.

Digital transformation is for the entire population and is comprehensive , which means it must be universal. From the locomotive, it must be universal. If the locomotive does not lead to universalization, it will not create change, it will not create transformation, and there will be no digital transformation. Digital transformation must pay special attention to universalization.

Digital transformation requires digital infrastructure . Vietnam's digital infrastructure includes telecommunications infrastructure, data infrastructure, technology infrastructure as services and digital platforms with infrastructure properties. Vietnam's digital infrastructure must have super-large capacity, super-wide bandwidth, be universal, sustainable, green, smart, open and secure. This infrastructure must be prioritized for investment, modernization and be one step ahead to promote national digital transformation, develop the digital economy and digital society.

2023 is the year of commercialization of 5G and cloud computing. 5G and cloud computing are two of the most important components of digital infrastructure. Both of these infrastructures will be strongly deployed from this year, so that by 2025, Vietnam will have a modern 5G and cloud computing infrastructure, among the top 50 leading countries.

Digital transformation creates a digital economy (DSE) and DSE will be the main growth driver. Resolution 6 of the 13th Party Central Committee emphasized that DSE is a new development method that helps accelerate and shorten the process of industrialization and modernization of the country. Industrialization is the transformation of the processing, manufacturing and production sectors. Modernization is comprehensive transformation of the economy, culture, society, politics and environment. However, the focus of DSE is still on economic growth. It is expected that by the end of this year, Vietnam's DSE will account for 17% of GDP, and continue to grow at over 20% per year. Vietnam's DSE will be over 20% of GDP by 2024, meaning we will reach the finish line 1 year earlier than the target set by the 13th Congress.

To further promote the development of digital technology, the Ministry of Information and Communications will work with each ministry and sector to identify and develop industry digital platforms. They are like infrastructure for industries in cyberspace.

Digital transformation must be based on digital platforms . In cyberspace, whoever holds the digital platform holds the data, and because they hold the data, they will decide everything. Therefore, if Vietnamese digital transformation is not based on Vietnamese digital platforms, the main beneficiary of Vietnamese digital transformation will not be Vietnam. Developing Vietnamese digital platforms is the main solution for Vietnamese digital transformation.

Digital transformation requires concentrated investment . In the IT era, each level and each unit had a separate IT system, and therefore the IT budget was divided among each ministry, each locality, and there was no longer a budget for shared systems. But the most basic characteristic of the digital transformation era is shared digital platforms.

One platform, one hardware, one software shared by the Central Government, ministries, branches, localities and all 10,500 communes. Therefore, the IT budget must be partly allocated to invest in national data centers, national digital platforms for common use, and then the rest will be divided among ministries, branches and localities. Over 20 years ago, the IT investment model was centralized, over the past 10 years it was decentralized, and now it is a combination of centralized and decentralized. The Ministry of Information and Communications will propose to the Government what is centralized and what is decentralized.

Digital transformation requires digital security . Basic digital security to protect all telecommunications and Internet users must be the responsibility of the network operator. Previously, we followed the approach of installing software on each user's device, approaching it as the responsibility of the user. But it was not successful. Now, we do this on the network operator's device and consider it the responsibility of the network operator to protect its customers, and it is free. Protection can be done right on every customer's device, in addition, customers can request additional configuration, for example, only allowing their children to play games at certain hours and on certain days. This is a fundamental step to create digital trust. Digital transformation requires digital trust.

Digital transformation creates the opportunity for everyone to have an assistant . Digital technology has created too much information, but little knowledge and understanding. It is time for digital technology to help people create more knowledge and understanding from too much information, information overload. And AI, virtual assistants are the answer to this story. A virtual assistant for everyone is the best way to increase labor productivity.

Developing virtual assistants for civil servants. One of the most effective applications that AI brings, especially when “generative AI” based on large language models appears, is virtual assistants. Virtual assistants are especially useful for types of workers based on regulations, such as civil servants, who are only allowed to do what the law prescribes. With a “forest” of regulations, virtual assistants will reduce the load, reduce the burden, reduce legal risks, increase quality, increase labor productivity for civil servants.

Virtual assistants have been developed for a long time, but only when a large language model appeared did there be a breakthrough development. Virtual assistants for the state civil servant system are a big step forward for digital government. The construction of virtual assistants for state civil servants will go hand in hand with the development of a large Vietnamese language model. The large Vietnamese language model will also be the foundation for other businesses to develop other types of Vietnamese virtual assistants, for example, virtual assistants that provide legal support to all citizens. The Ministry of Information and Communications is taking the lead in supporting Vietnamese businesses to develop these virtual assistant platforms.

From now until the end of the year, to promote national digital transformation, the Ministry of Information and Communications is also focusing on completing and submitting to the Government for promulgation a number of very important national strategies: Digital Technology Industry Strategy, Semiconductor Industry Strategy, Data Strategy.
