Bringing private enterprises to their rightful place
Speaking at the seminar “Private economy: Motivation to rise from Resolution 68”, Associate Professor, Dr. Tran Quoc Toan, former Deputy Head of the Government Office , Resolution 68 demonstrated the Party's awareness and clear affirmation of the essential role of the private economy in the new era.

This expert pointed out that in reality, there are still many extreme opinions, misunderstandings or denials of the positive role of the private economy, causing invisible obstacles to the development process. "There needs to be a mechanism to create conditions for private enterprises to participate in the supply chain, developing a pyramid-like production linkage model like in Germany, where enterprises support each other in the value chain," Mr. Tran Quoc Toan proposed.
Sharing about the role of Resolution 68, Dr. Bui Thanh Minh, representative of the Private Economic Development Research Board (Board IV), said that this is not a matter of prioritizing the private sector, but rather a matter of the rules of the game – this sector needs freedom and equality to do its job well. “It is time to return private enterprises to the position they deserve in the economy,” Mr. Bui Thanh Minh emphasized.
Responding to the press on this issue, Mr. Ho Minh Hoang - Chairman of Deo Ca Group, commented that Resolution 68 of the Politburo is a strong political message, helping to remove long-standing prejudices about private enterprises. It is a motivation for entrepreneurs - "peacetime soldiers" on the economic front and encourages the spirit of daring to think and daring to do of the private economic community.
Resolution 68 is the basis for resolving old shortcomings, establishing current work to be done and contributing to building the nation's future, Chairman Deo Ca pointed out.

The document also demonstrates the Politburo's understanding of the concerns of the private business sector in planning sustainable development strategies, from building corporate culture and developing human resources, to promoting the application of digital technology and expanding international cooperation.
“If a business wants to do anything well and develop sustainably, it must first have a fulcrum. Archimedes once said: 'Give me a fulcrum and I will move the earth'. For me, that fulcrum is Resolution 68,” said Mr. Ho Minh Hoang.
According to Chairman Deo Ca, Resolution 68 emphasizes the need to remove institutional barriers – obstacles that have existed for many years and are reducing mutual trust between enterprises and the State. For example, the State’s commitment to removing long-standing obstacles in BOT projects, or the commitment of enterprises to implement investment projects that are not guaranteed, leading to many projects becoming “suspended planning”.
Besides the Party's trust and the "door of opportunity" that Resolution 68 has opened for the private business community, the Chairman of Deo Ca Group also pointed out the immediate challenges in effectively implementing the document, including overcoming internal limitations.

"All preferential mechanisms are issued not to create "private laws" for any individual or interest group, but so that the Vietnamese business community can be dedicated, devoted, and committed to the common goal of sustainable development," Mr. Ho Minh Hoang pointed out.
Two recommendations, five solutions to promote private economy
After nearly 40 years of Renovation (1986 - 2025), the country's transport infrastructure system has made significant progress, contributing significantly to the overall development of the country.
Over the past years, a series of key domestic projects have no longer depended on state budget capital or capital and technology from foreign investors. Many transport infrastructure projects and works have been effectively implemented by Deo Ca Group based on three pillars: technology application, financial linkage, and human resource training.

When implementing the Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressway projects, Deo Ca applied the PPP++ model to mobilize financial resources and construction capacity of domestic enterprises. This helps control costs, project quality, and optimize investment efficiency for public services.
In order to prepare well for strategic infrastructure projects, Deo Ca has planned and invested in adjacent human resources, closely cooperated with domestic and international training units, used construction sites as training grounds, built training - coaching - practice centers, both supplementing human resources for project construction and creating an environment for students and trainees of schools to improve their combat capabilities.
In the context of the country's huge potential for transport infrastructure development, with a series of road and railway projects about to be implemented, Deo Ca aims to form groups of investors - contractors - suppliers, becoming organizers and creating a sustainable ecosystem.
Responding to the enthusiastic spirit in the business community since the birth of Resolution 68, the Chairman of Deo Ca Group made two recommendations.
Firstly, the National Assembly and the Government need to promptly issue legal documents guiding the implementation of Resolution 68. In order for Resolution 68 to quickly come into practice, it is recommended that the National Assembly and the Government direct relevant agencies to promptly review, amend, supplement or issue new legal documents to institutionalize the contents of the document, creating a complete legal corridor for localities and enterprises to facilitate implementation.
Second, ministries, branches and functional agencies proactively deploy and immediately apply the clear contents of Resolution 68 in their direction and administration, in order to effectively utilize policies and provide timely support to businesses.

In addition, in order for the business community to develop healthily, transparently and together contribute to the country's development in the spirit of Resolution 68, Deo Ca Group also proposes a number of methods and recommendations to the business community.
One is to build a cultural enterprise that represents the common interests of the business community, where opinions are expressed towards a common goal. In case there are opposing opinions, those opinions are also constructive... there is healthy competition (so that relationships can be created through work).
Second, the business community must operate according to a commitment to match words with actions. Entrepreneurs need to have the mindset of daring to think, daring to speak, daring to do, daring to take responsibility, always putting the interests of the nation and people first, but also looking at their own appropriate interests as a driving force for development.
Third, businesses need to be consistent with their business strategies and grasp the country's demand trends to plan their development directions. If they want to expand their scale and generate profits, they must do so from the symbiotic linkage of the ecosystems "The Golden Road Creates Golden Value" and "Turning Human Flow into Cash Flow".
Fourth, private enterprises need to change the mindset of “governance” with “management”. Enterprises today should value the attitude of human resources more than their qualifications, select human resources to use and train them to be highly valued. Proactively recognize the weaknesses in labor productivity of current enterprises to apply technology in management, and strengthen the organization of practical training for human resources.
Fifth, take the lessons of optimizing costs and minimizing human resources that the State has done to increase productivity - increase income for workers through streamlining the apparatus, dividing labor, and evaluating work efficiency.
As a pioneer brand in the field of transport infrastructure, Deo Ca Group "always determines that if we want to open the road in the field, we must open the road of responsibility". Mr. Ho Minh Hoang expressed: "Enterprises hope to have dedicated roads under the Party's torch, so that the 'road from mouth to hand' becomes shorter.
