Highland private economy, expected breakthrough from 'Quartet of Resolutions'

(Chinhphu.vn) - At the Northeastern Mountainous Private Economic Forum, young business associations from Bac Kan, Cao Bang, Ha Giang, Hanoi, Tuyen Quang and Lang Son frankly reflected on difficulties and proposed solutions to effectively implement the "Quad Resolutions".

Private economy - the foundation for growth in border areas

At the Northeast Mountainous Private Economic Forum, the local dialogue round on July 13 took place enthusiastically, gathering more than 100 young entrepreneurs from the Northeast provinces and the whole country.

The Provincial Young Entrepreneurs Association has provided a panoramic picture of the aspirations for innovation and development of the mountainous private economic sector. Notably, the leading role of the "Quad Resolutions" includes Resolution 57 (on science, technology and innovation), Resolution 59 (international integration), Resolution 66 (legal reform) and Resolution 68 (private economic development).

Mr. Nguyen Van Nam, member of the Presidium of the Central Committee of the Vietnam Young Entrepreneurs Association, Chairman of the Bac Kan Young Entrepreneurs Association (formerly) affirmed: Digital transformation is the "shortest way" for the locality to shorten the development gap. Resolution 57 has been concretized through the application of technology to trace the origin of local products such as dong vermicelli, green pumpkin tea or bringing agricultural products to e-commerce platforms.

Resolution 59 on international integration also helps local businesses gradually access the global value chain. Regional investment promotion activities and specialized fairs are considered effective bridges for small businesses to catch up with large markets.

However, the key point is still Resolution 68 - the "heart" of the Quartet. The Bac Kan Young Entrepreneurs Association emphasized the need to concretize support policies with action plans and clear resource allocation, avoiding policies being "buried" under layers of procedures.

Mr. Dam Van Tien, Vice President of Cao Bang Young Entrepreneurs Association, shared: With its geographical characteristics of the highland border area, Cao Bang has a large proportion of small and micro enterprises, facing many difficulties in accessing credit, land and technology. The representative of Cao Bang Young Entrepreneurs Association frankly pointed out that the major bottleneck is the lack of leading enterprises, making it impossible for small enterprises to stick to the value chain.

Meanwhile, the logistics system and digital infrastructure at border gates still have many shortcomings, reducing competitiveness. Resolution 68 is expected to inspire confidence in the private economic sector, but without concrete actions, the advantages from this resolution will not be able to be promoted.

The Association proposed five pillars to improve the situation, which are legal improvement, digital infrastructure investment, specific financial support, attracting leading enterprises and developing human resources according to local needs.

Private economy must go hand in hand with business ethics

Mr. Do Van Dinh, Vice President of the Tuyen Quang Province Youth Entrepreneurs Association, raised the issue: To develop startups in mountainous areas, it is necessary to restore fairness in policy implementation. Accordingly, local startups are being "encroached upon" by large corporations - the units that are assigned the task of leading national innovation.

Resolution 57 sets an ambitious target, but the reality is that less than 5% of startups operate in the midlands and mountainous areas. Therefore, a favorable development environment, more testing grounds, financial support and market access opportunities are needed.

The representative of Tuyen Quang Young Entrepreneurs Association emphasized that, in addition to the policy of developing the private economy, it is necessary to build a sustainable business culture. The business ecosystem cannot develop if there are "ghost" businesses, businesses that take advantage of policies, circumvent the law or produce poor quality products.

With about 3,000 small and micro enterprises, Tuyen Quang believes that three factors (appropriate policies, strong infrastructure and confidence in the business environment) are the key to promoting growth. The association proposes five specific groups of solutions from institutions, credit, land to human resource training and innovation.

From the perspective of a locality that has gone through many stages of development, Mr. Tran Van Minh, Vice Chairman and General Secretary of the Hanoi Young Entrepreneurs Association, commented: Resolution 68 is a historic turning point, setting specific targets on the proportion of the private sector's contribution to GDP, budget and employment.

However, the biggest challenge lies not in thinking or documents, but in implementation. The association pointed out three obstacles: inconsistent institutions between the central and local levels; the domestic market is dominated by large distribution chains; and small businesses do not have the capacity to participate in the supply chain.

One notable point is the requirement of "compliance". If small businesses are not financially transparent and do not upgrade their governance, they will be eliminated from the mainstream when the policy is implemented synchronously.

The Association proposed three groups of solutions including inter-sectoral supervision, prioritizing trade promotion, and changing policy thinking from "support" to "trust".

Representing the government, Mr. Doan Thanh Son, Vice Chairman of Lang Son Provincial People's Committee, stated: The provincial government always accompanies businesses, considering business development as an important driving force to accelerate the process of transforming the growth model, applying technology, and exploiting the potential of border areas.

The dialogue program is part of the Vietnam Private Economic Forum's three-round connection series, including local, ministerial/industry and high-level levels. This is a direct bridge between business practices and policy making, allowing the business community to reflect on difficulties and propose practical policies.

The leader of Lang Son Provincial People's Committee emphasized the importance of the 4 major Resolutions of the Central Committee, which not only guide the national strategy but also open up opportunities to comprehensively change the development method for localities like Lang Son.

Mr. Doan Thanh Son highly appreciated the contributions from businesses, considering this as the basis for the locality to perfect policies and improve the investment environment. Mr. Son hopes that young entrepreneurs in the province will boldly share their suggestions, while enhancing digital transformation capacity, innovating business models, and aiming for sustainable development.

In recent years, Lang Son's economy has had positive growth. GRDP in 2024 reached 7.8%, and in the first 6 months of 2025 alone, it increased by 8.37% - exceeding the target assigned by the Central Government. Total budget revenue in the first 6 months of the year reached over 80% of the plan, while import-export turnover through the area is estimated at more than 40.5 billion USD, up 48.3% over the same period.

Notably, the private economic sector plays a very large role. Each year, this sector contributes about 63% of the province's GRDP and 15% of the budget revenue.

Notably, Lang Son was also recognized as a UNESCO Global Geopark in April 2025, opening up prospects for developing eco-tourism and culture. With a temperate climate, unique terrain and long-standing cultural traditions, the province has enough potential to develop specialty agriculture, community tourism and processing industry.

Regarding industrial planning, the province has approved two large industrial parks, Dong Bang (162 hectares) and VSIP Lang Son (599 hectares), along with nine industrial clusters with a total area of 373 hectares. The goal by 2030 is to form seven industrial parks (2,055 hectares) and 24 industrial clusters (1,158 hectares).

The provincial government is accelerating the implementation of the Smart Border Gate Project in line with the Government’s direction, considering it a breakthrough in reforming procedures and increasing customs clearance capacity. Efforts to improve the Provincial Competitiveness Index (PCI) have also recorded positive results: Lang Son has continuously maintained its position in the Top 30 out of 63 provinces and cities, ranking 13th, 15th, and 16th in the last three years.

Along with infrastructure development, the province is committed to supporting businesses in accessing land, credit, technology and markets. The provincial People's Committee leader said that listening to the voices of businesses, especially in the private sector, will be an important criterion for adjusting policies, ensuring they are consistent with reality and close to demand.

At the Forum, Lang Son provincial leaders also made three specific recommendations to promote the role of the private economy. Firstly, the business community, especially young entrepreneurs, need to proactively innovate business models, actively transform digitally and improve competitiveness in the context of deep integration; secondly, the Provincial Young Entrepreneurs Association needs to promote its core role in connecting and supporting members, promoting the spirit of entrepreneurship and innovation among young people; thirdly, functional agencies need to accompany businesses in removing difficulties, reforming administrative procedures and promoting investment. The government is committed to using business satisfaction as a measure of reform.

The leaders of Lang Son province have shown a strong commitment to building a friendly, transparent and dynamic investment ecosystem. This is an affirmation that Lang Son is not only a destination, but also a strategic partner of the business community in the process of national sustainable development.
