On the morning of May 4th, in Ma Lam town, Ham Thuan Bac district, Mr. Nguyen Huu Cau - Director of Agribank Binh Thuan Branch - held an impromptu awards ceremony to commend credit officer Nguyen Minh Khanh for his achievement in promptly preventing a fraud case involving the transfer of 3.2 billion VND from a customer at the Agribank Ham Thuan Bac Branch.

The ceremony was presided over by Mr. Nguyen Huu Cau – Director of Agribank Binh Thuan branch, and attended by Major Dang Vu Linh – Deputy Head of Ham Thuan Bac District Police, representatives of Ma Lam Town Police and other relevant agencies.

According to a report from Agribank's Ham Thuan Bac branch, at 2:30 PM on May 3, 2024, customer Le Thi N. (LTN), residing in Ma Lam town, Ham Thuan Bac district, came to Agribank's Ham Thuan Bac branch to apply for a loan secured by her savings passbook, transferring money into her own account at the Foreign Trade Bank ( Vietcombank ).

The accounting department instructed the customer to confirm the balance to proceed with the savings account collateral loan transaction, ensuring they wouldn't lose interest if they withdrew money before maturity. Afterward, the customer went to the customer service department to complete the collateral loan at the Nguyen Minh Khanh branch of CBTD.

After receiving the information, Credit Officer Nguyen Minh Khanh checked the customer's savings accounts and found two accounts with 12-month terms; one account had a value of VND 2.57 billion, deposited on January 3, 2024, and maturing on January 3, 2025, and the other had a value of VND 1.027 billion, deposited on September 12, 2023, and maturing on September 12, 2024.
After receiving the loan application, CBTD Khanh noticed that the customer appeared anxious, presented contradictory information regarding the purpose of the loan, and received constant threatening calls on the customer's phone. Therefore, he suspected the customer might be being scammed into transferring money, so he temporarily postponed the transaction and reported the matter to the deputy branch manager in charge for coordinated resolution.

Upon receiving the incident report from CBTD, Ms. Nguyen Thuy Duong Hai - Deputy Director of the branch in charge - invited the customer into her office to investigate and explain the situation to prevent them from being scammed. Despite her efforts to explain that the customer might be being scammed and that the disbursement method did not comply with State Bank regulations, and therefore could not be disbursed temporarily, she tried to persuade the customer to tell the truth.

However, the customer remained uncooperative and requested to withdraw all of their savings prematurely and transfer the money to their own account at Vietcombank to carry out the real estate transaction.

During the course of working with the customer, the customer's phone was constantly receiving calls, and the customer's account, opened at Vietcombank (on May 3, 2024), presented contradictory loan purposes. Determining this to be a scam, the branch contacted the Ma Lam Town Police to coordinate verification and prevention. The Ma Lam Town Police dispatched Senior Lieutenant Nguyen Le Hoai Thang, Deputy Head of the Town Police, to the Agribank Ham Thuan Bac branch to investigate.

Through verification, it was found that Ms. LTN, residing in Ma Lam town, Ham Thuan Bac district, was elderly and sold vegetables at Ma Lam market, and did not frequently engage in large-scale transactions. Using police expertise, Lieutenant Nguyen Le Hoai Thang reassured and promised to protect Ms. LTN if anything happened to her. Trusting Lieutenant Thang, Ms. LTN gradually calmed down and recounted that she had received a phone call from someone claiming to be a police officer from the Ministry of Public Security, saying she was involved in a drug trafficking case and was under investigation in Hanoi, and demanding that she transfer 3.2 billion VND to her Vietcombank account to "assist in the investigation."

After about a week of investigation, if she is found not to have committed any violations, the state will refund the principal and interest on the money she transferred to the account. It was emphasized that no one could take or lose the money in her own account (because Ms. LTN stated that she had savings deposited in the bank that had not yet matured, the perpetrator requested her to go to the bank to apply for a loan or withdraw her savings early, and instructed her not to inform anyone during the investigation until the case was concluded. If she informed anyone or transferred the money late on May 3, 2024, she would face an additional sentence of 3-6 years).

Through the persuasive efforts of police officers from Ma Lam town and leaders of Agribank Ham Thuan Bac branch, Ms. LTN realized this was a scam perpetrated by unscrupulous individuals and agreed not to withdraw her mortgaged loan or savings prematurely to transfer to the scammers. She also expressed her gratitude to Agribank Ham Thuan Bac branch and the police in Ma Lam town for their dedicated assistance in preventing the fraud.
Speaking at the awards ceremony, Mr. Nguyen Huu Cau – Director of Agribank Binh Thuan Branch: "With his responsible handling of work and keen awareness of customer behavior, Credit Officer Nguyen Minh Khanh promptly helped a customer avoid being scammed out of a large sum of money. This is an experience for bank employees to observe and promptly detect unusual behavior of customers during transactions, especially elderly customers. The timely reporting to management prevented the risk of customer financial loss and enhanced Agribank's reputation in protecting customers and preventing fraud via telecommunications networks."
