Specifically, at around 5:00 p.m. on July 26, at the spillway connecting Tan Trung village, Con village, Tan Lap commune, 4 young men driving a car ignored warnings and arbitrarily removed the barrier to cross the flooded spillway. Due to high and fast-flowing water, the car was swept away. At that time, with the timely rescue of functional forces and local people, the 4 people in the car were able to escape safely.
As of this morning, the car has not been found. Notably, the local authorities had previously set up checkpoints and posted warning signs prohibiting entry in the area, but the incident occurred while the authorities were on a dinner break.
According to a quick report from the Department of Irrigation and Natural Disaster Prevention and Control, in the past 24 hours, there has been heavy rain in the southwestern localities of Quang Tri with an amount of 83.6mm - 256mm. Localized heavy rain in a short period of time has caused flooding, cutting off some overflow bridges and underground bridges in communes in mountainous areas.

At the Cheng village spillway, Tan Lap commune, the negative slope was eroded about 20m; the Ta Xia village spillway, Tan Lap commune, downstream area, was swept away by floodwaters, the concrete road and negative slope were about 15m long; the spillway section through Van Ri village, Khe Sanh commune, due to strong water flow, was eroded to a depth of nearly 1m and is at risk of collapsing and causing separation.
In addition, 3 minor landslides occurred in Ka Tang hamlet (Lao Bao commune) and the road to Huong Phung commune but did not obstruct traffic; on the West branch of Ho Chi Minh route, there was 1 minor landslide at Km27.
Regarding the damage, about 22 hectares of rice in Khe Sanh and Tan Lap communes were flooded and buried; 1 hectare of fish ponds of Tan Lap commune residents were damaged. Currently, functional forces and local authorities continue to closely monitor weather developments, review damage and deploy response plans to support people in overcoming the consequences of natural disasters.
