In recent years, the economic growth rate of Quynh Phu district has made great strides, becoming a new economic growth pole of the province. The core factor that brought about the change is that Quynh Phu focuses on developing transport infrastructure. This is a key task for investment, creating momentum for rapid and sustainable economic development.
Before building a house, Mr. Mai Van Hoi's family in Sai village, An Quy commune (Quynh Phu) moved back more than 2m of their land so that the road could be widened.
For the economy to develop, first of all, the transport infrastructure must be developed. Since the 16th Quynh Phu District Party Congress, term 2020 - 2025, the district has had many suitable and creative ways of doing things, which have been supported by the people.
Transport infrastructure - 1 of 3 strategic breakthroughs
Quynh Phu has a favorable location, bordering the provinces of Hai Duong, Hung Yen and Hai Phong city. In particular, Quynh Phu is adjacent to Thai Binh Economic Zone and in the key economic triangle of Hanoi - Hai Phong - Quang Ninh with border gates always operating smoothly. The district has National Highway 10 running through it for 11km; Ha Nam - Thai Binh Expressway running through it for 5km, connecting National Highway 10 with the southern area of Hanoi capital. The provincial road system is 53.9km long (DT.396B, DT.455, DT.452) connecting with neighboring districts: Thai Thuy, Hung Ha, Dong Hung.
Clearly identifying the local advantages, the Resolution of the 16th District Party Congress set the task of developing transport infrastructure as one of three strategic breakthroughs to promote the district's economy.
Comrade Nguyen Van Nhiem, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Quynh Phu district affirmed: If Quynh Phu economy wants to develop, it must focus on developing transport infrastructure. Only a synchronous transport infrastructure can attract investment and have a complete transport system, making it convenient for people to travel, thereby promoting trade and service development. However, the core issue is to have resources, and the biggest resource is none other than the people. For a locality with limited resources like Quynh Phu, if it only relies on the district budget without relying on resources from the people, it may be difficult to complete the district's transport system by 2030. Only when the state and the people work together will everything be successful.

People donate "inch of gold"
Determining that in order to build a traffic road, the first thing to do is to do a good job of site clearance (GPMB). However, in reality, GPMB is always a difficult problem. This is also the concern and worry of Quynh Phu during the implementation process. In order for people to understand and agree to donate "inch of gold", Quynh Phu district determined that there must be a roadmap, specific and creative ways of doing things, and mobilize the entire political system to participate with the goal of bringing benefits to the people.
On July 13, 2021, the Standing Committee of the Quynh Phu District Party Committee issued Conclusion Notice No. 220 on mobilizing people to voluntarily contribute land use rights without reclaiming them to upgrade and renovate traffic routes. After the Conclusion Notice was issued, from the district to localities, sectors and organizations were mobilized to join in the implementation, focusing on propaganda and mobilization.
Comrade Nguyen Ngoc Nhuong, Director of the Center for Land Fund Development and Industrial Clusters of Quynh Phu District shared: We determined that in order for people to agree and voluntarily donate land, the first thing we must do is to propagate and mobilize people to understand the practical benefits of donating land. Only when they believe and understand, will people voluntarily donate land.

The project of the road from An Ap commune to O bridge, An Vinh commune via Thai Ha street with a length of more than 2.3km was previously very narrow, especially the area of O bridge which was seriously degraded, making it difficult for vehicles to travel. When the construction was first implemented, the locality was also very concerned because it involved more than 200 households with residential land along the road.
Comrade Nguyen Van De, Party Secretary and Chairman of the Commune People's Council, said: The large number of households that need to be cleared will be an obstacle to implementation because it involves their interests. However, we determined that if we want to quickly clear the land, we must do a good job of propaganda so that people can grasp the content, understand the benefits as well as the goals of the road construction. To implement the project, the Commune Party Committee issued a specialized resolution, the Commune People's Committee issued an implementation plan; sectors, unions and grassroots villages participated in propaganda, went to each house to mobilize and persuade people to voluntarily contribute land. Propaganda and mobilization teams were established with the core being cadres and Party members at the Party cells. Taking advantage of the afternoon, afternoon and evening, people went to each family to propagate and mobilize. The rain soaked in slowly, the people correctly understood the policy of opening the road, and agreed to contribute land for the State to clear the land to implement the road passing through the area. After a week of campaigning, all households with land on the road voluntarily donated over 8,872 square meters of residential land and agricultural land along with assets on the land, with some households donating nearly 100 square meters of residential land.
Not only the district roads, some provincial roads invested by the province were also supported and voluntarily donated land by the people of Quynh Phu localities when implemented. Typically, the DT.455 road passing through Dong Tien commune is 4.1km long, all 195 households with the project passing through agreed to voluntarily donate 2,270m2 of residential land and 138 households donated 22,000m2 of agricultural land to implement the project.
Mr. Pham Minh Son, Quan Dinh Nam village, Dong Tien commune confided: After the province and district planned to open Highway 455 through my house area, through propaganda and mobilization, seeing the benefits of road expansion not only for ourselves but also for our children and grandchildren, my family donated 40 square meters of residential land where the project passed through, the concrete yard, I also demolished it so that the project could be constructed soon.
After nearly 2 years of implementing Conclusion Notice No. 220, Quynh Phu district has nearly 4,000 households voluntarily donating nearly 400,000m2 of residential land and agricultural land along with assets on the land to upgrade, expand and renovate 19 traffic routes in 30 communes and towns, thereby saving the state budget over 452 billion VND. Thanks to the people's land donation, the district planned model new rural residential areas and organized auctions of land use rights to raise more than 1,000 billion VND to create resources for basic construction.
