Recognizing personnel work as the "key task of keys," directly determining the quality of the political system's operation and the effectiveness of the two-tiered local government, Dong Thap is focusing on comprehensive reform from thinking to action.
During the period 2025-2026, Dong Thap will undergo a strong transformation in streamlining staffing, restructuring the workforce, and improving the capacity to perform public duties according to job positions.
STABILIZE IDEOLOGY, OPTIMIZE STAFFING RESOURCES
One of Dong Thap's greatest successes in recent times has been maintaining ideological stability among its cadres, civil servants, and public employees.

Despite undergoing various stages of restructuring, mergers, and reorganization of the administrative apparatus according to new models, the staff from the provincial to the grassroots level are generally confident in their work, demonstrating a high level of responsibility and initiative.
The assignment and allocation of tasks have been carried out rationally by Party committees and government at all levels, ensuring objectivity and impartiality. The core principle consistently applied is "the right person for the right job," in accordance with the professional capabilities and strengths of each individual.
According to Nguyen Thanh Phong, Chairman of the People's Committee of Hong Ngu Ward, the locality has effectively managed its staff and civil servants according to the new decentralization scheme.
Immediately after commencing operations, the People's Committee of the ward promptly issued decisions on organizational and personnel matters, including: receiving and assigning officials and civil servants to work in specialized agencies, administrative organizations, and affiliated public service units; appointing leadership positions in specialized departments, etc.
Currently, the leadership of the Ward People's Committee consists of 1 Chairman and 2 Vice-Chairmen, with a smoothly functioning system and a total of 69/69 officials and civil servants.
By 2026, the management and utilization of personnel quotas in Dong Thap province will be strictly controlled, ensuring that the assigned targets are not exceeded in accordance with regulations.
Specifically, the Party, Fatherland Front , and socio-political organizations have 4,890 personnel positions (629 at the provincial level and 3,923 at the commune level); the government sector has 8,642 personnel positions (2,129 at the provincial level and 6,513 at the commune level).
Assessing the quality of human resources, Vice Chairman of the People's Committee of Vinh Huu commune, Le Tan Thanh, noted that the team of officials and civil servants in the commune have strong political convictions, good moral character, and a high sense of responsibility.
The arrangement and placement of personnel are fundamentally aligned with their professional qualifications and job positions; gradually overcoming the situation of overlapping and duplication of functions and responsibilities.
The deployment and rotation of cadres is carried out in a way that strengthens the grassroots level, contributing to a significant improvement in the effectiveness of the political system.
POST-MERGER SORTING PROBLEM
Without resorting to indiscriminate measures or coercion, the downsizing of the workforce in Dong Thap is carried out based on a humane, voluntary, and legally compliant spirit.
According to Comrade Phan Van Thang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Dong Thap province, the province is resolutely implementing the reorganization of the administrative apparatus according to the two-tiered local government structure. The placement and arrangement of cadres is carried out synchronously and scientifically, ensuring "the right person for the right job," linked to restructuring the cadre workforce according to job positions, in line with the requirements of digital transformation and administrative reform in the new phase, contributing to organizational stability and improving the efficiency of the political system immediately after the arrangement. |
From July 1, 2025 to the present, the entire province has approved hundreds of cases of early retirement or voluntary resignation, paving the way for the rejuvenation and improvement of the quality of the next generation of workers.
In Long Binh commune, the new administrative structure is arranged according to proper authority and procedures, with two Vice-Chairmen of the Commune People's Committee; the structure of the Commune People's Committee members includes all necessary components such as: the Head of the Police, the Commander of the Military Command, and the heads of specialized agencies.
According to Huynh Thi Kim Hue, Chairwoman of the Long Binh Commune People's Committee, after the administrative unit merger, the commune was allocated 43 staff positions in 2026. Currently, the actual number of staff is 32.
According to Comrade Huynh Thi Kim Hue, when compared with the job positions approved by the Provincial People's Committee under Decision No. 586 dated March 5, 2026, due to a shortage of personnel, the commune has not been able to allocate the full number of staff.
However, 100% of the staff present have the professional qualifications and training appropriate for their assigned positions. The commune proactively issued documents to recruit civil servants from other communes to fill vacant positions; at the same time, it compiled a list of 9 officials (accounting for 29.03%) to attend training courses to improve their knowledge of state management.
The development and approval of job descriptions are considered a fundamental solution to completely eliminate the "both surplus and shortage" situation in administrative agencies. In the Party sector: 10 out of 10 provincial-level agencies and 102 out of 102 communes and wards have completed job descriptions; in the government sector: the Provincial People's Committee has completed the approval of job descriptions for civil servants in 102 commune-level People's Committees and 11 out of 13 specialized agencies equivalent to the provincial level.
According to Nguyen Minh Tuan, Chairman of the People's Committee of My Tho commune, after the merger, the total number of officials and civil servants present as of May 30, 2026, is 45. To balance the workforce in accordance with the new regulations of the Government, the locality proactively deployed, seconded internally, and received transfers from the province, totaling 14 cases.
To ensure the effective operation of local government at both levels, Dong Thap province is implementing a systematic training and development strategy for its staff.
In 2025, the province aims to complete the training target for 100% of newly appointed commune-level officials, civil servants, and public employees through 42 training courses with over 10,000 participants.
Building on its success, the province's target for 2026 is to continue organizing training for 1,083 cadres (1,010 in political theory and 73 in postgraduate professional training) and provide in-depth professional training for 6,405 cadres.
In practice, the arrangement, utilization, and development of the workforce of officials and civil servants is a key factor determining the effectiveness of the administrative apparatus.
Where the organization is well-structured and the capabilities of the staff are utilized effectively, the system operates efficiently.
The lesson learned from Dong Thap's experience in personnel management is the need to strictly and consistently implement the regulations of the Party and the laws of the State; to promote decentralization and delegation of power while strengthening control over power and ensuring openness and transparency. This is the solid "launching pad" for the government to serve the people even better.
